Item 6c <br />Proposed Ordinance Regulating Firearm Sales and Prohibitina the Sale of "Saturday Night <br />Specials". (SR96:230) <br /> <br /> Michael Roush presented the staff report. <br /> <br /> Ms. Michelotti inquired how often the gun show occurs at the fairgrounds? <br /> <br /> Mr. Roush believed it was twice a year. The operators of the gun show had received <br />notice of this proposed ordinance. <br /> <br /> Mr. Pico referred to the prohibition on importing "Saturday Night Specials" into the <br />United States. Is the manufacture of these guns allowed in California? <br /> <br /> Mr. Roush indicated the majority of the Saturday Night Specials are manufactured in <br />Southern California. <br /> <br /> Ms. Dennis felt the descriptions of Saturday Night Specials mostly refer to the <br />manufacturer's specifications and the safety of the guns. Are there industry standards for gun <br />manufacturers? <br /> <br /> Mr. Roush did not know the answer. The City of West Hollywood and the City of <br />Oakland are developing a roster of "Saturday Night Specials" to define more completely what <br />is a Saturday Night Special. <br /> <br /> Mr. Tarver asked for statistics related to gun injuries or deaths attributable to the <br />Saturday Night Specials. Is that information available from other cities? He asked Mr. Roush <br />to address the regional aspects of the ban because of the proximity of one city to another and <br />the ease of acquiring a gun. <br /> <br /> Mr. Roush indicated the statistics were presented at length by the Legal Community <br />Against Violence in a booklet entitled Addressing Gun Violence Through Local Ordinance. <br />There was also a study done by the University of California at Davis at its Violence Prevention <br />Center. The various Alameda County cities are collecting that data in terms of the use of the <br />gun in the various communities. <br /> <br /> Mayor Tarver declared the public hearing open. <br /> <br /> Brian Maim, 268 Bush Street, #555, San Francisco, representing Handgun Control <br />Incorporated, expressed support for Council's intention to adopt an ordinance. Saturday Night <br />Specials are used disproportionately in crimes as indicated by the Bureau of Alcohol Tobacco <br />and Firearms (BATF) data which states that seven of the top ten guns used in crimes are <br />Saturday Night Specials. It is disturbing that six of those seven guns are manufactured by <br />companies in California. The weapons are smaller and easier to conceal than most ldnds of <br /> <br />07/16/96 -15- <br /> <br /> <br />
