Ms. Mohr asked how soon the analytical work could be done so a committee would have <br />something to review. <br /> <br /> Mr. Swift felt the analysis was already done and is included in the environmental impact <br />report that we have. The information missing is what are discrete design alternatives so the City <br />can achieve the other policies in the General Plan that are equally valid as building the West 1.as <br />Positas interchange, such as how many cars occur in front of residences, how noisy it is in the <br />backyards, etc. Those policies are equally important. Staff has not tried to design a package <br />of the interchange and other issues, because that requires a subsequent level of detail. It is <br />staff's intention to work with the neighborhoods on both sides of West Las Positas in order to <br />come up with a plan before proceeding to the City Council. <br /> <br /> Mr. Tarver felt the adoption of the Steering Committee recommendation still does not <br />take care of Ms. Dennis' concern about the ability of the residents to take action. Since this is <br />an advisory committee that would study alternatives, it still leaves us with an administrative <br />action. <br /> <br /> Ms. Mohr felt the approach used by Ms. Dennis was a good one for resolving the <br />question of how the citizens can respond. If we are going to do a citizens committee besides <br />the neighbors on either side of West Las Positas overcrossing, we should also include the Vat <br />Vista people, who would bear the brunt of any diverted traffic. <br /> <br /> Mr. Swift indicated traffic would be diverted all over the whole city. <br /> <br /> Ms. Dennis felt there would be a lot of citizen interest and a formal committee might be <br />too restrictive and would tire out the people on the committee, since it may go on for a very <br />long time. She believed that a policy that says provide information to all interested citizens, <br />since people may be interested at various times. It is too early to form a formal committee <br />today, but not too early for the city to do outreach for those interested in commenting on this <br />and educating themselves about the matter. Interested citizens will probably form themselves <br />into a committee, but we should have a policy to assist neighborhood groups who are looking <br />at this question. Material should be available to them and staff available to assist in answering <br />questions. <br /> <br /> Mr. Swift believed that language could be added to the program before Council. It was <br />certainly staffs intention to proceed in that manner. The process is to design an interchange <br />satisfactory to the people and if it is not, then they have the initiative process to fall back on. <br /> <br /> Mr. Tarvet suggested that instead of appointing a citizens advisory committee, the staff <br />could prepare a study and prepare recommendations to Council. It could indicate that we want <br />staff to prepare the study, which carefully examines all potential impacts on the affected <br />neighborhoods as well as on the overall-citywide-subregional-traffic circulation. Economic and <br />fiscal studies should also be included and staff will work closely with citizens in the preparation <br /> <br />07/15/96 <br /> -7- <br /> <br /> <br />
