Ms. Mohr would rather encourage the dedication than have the property divided into
large lots and have arroyos retained as private land, when having access to an arroyo could
complement the trail system.

Ms. Dennis felt this was mixing the issue gross developable acreages with how Council
is judging the value of the PUD and its amenities.

Ms. Michelotti asked if Ms. Dennis would support stating the arroyos are not to be
counted as part of the residential gross developable acres; then take out the rest of the proposed
wording.

Ms. Michelotti mended her original motion, seconded by Ms. Denn[% to modify
page 114, last paragraph, sentence 3, to delete "whether the arroyo is proposed for
dedication or not." with the remainder of the paragraph to remain the same as shown on
Exhibit 4.

The roll call vote was as follows:
AYES: Councilmembers - Dennis, Michelotti, Mohr, Pico, and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

Vineyard Corridor

Ms. Dennis referred to the list of land use designations and asked in which category
wineries, restaurants, and other possibilities are included.

Mr. Swift indicated those uses are covered in the text. Wineries are allowed in
agriculture zones, bed and breakfasts are allowed in residential zones, restaurants are allowed
as a component of wineries in the agriculture zone, but a restaurant not in conjunction with a
winery operation would not be allowed in the agriculture zone. A commercial designation could
be added to the Vineyard Corridor if desired.

Mr. Tarver wanted numbers of acres for each use in that area.

Mr. Swift indicated staff had designated only the uses for the specific plan area so that
the uses can be located wherever appropriate once all the information has been gathered.

Ms. Miehelotti indicated the clarification motion regarding the Vineyard Corridor took
place on July 9 and the minutes are not available. She asked the Mayor if any changes to
Exhibit 4 could be deferred until the minutes are available.

07/15/96
- 22 -
