He stated that from time to times when bonds <br />are being issued, it may be necessary to go slightly over 10%, 10.1% or 10.2% for instance. <br />Staff requests a modification to add 'except as otherwise approved by the City Council'. <br /> <br /> It was moved by Ms. Mohr, seconded by Ms. Michelottl, to accept the staff <br />recommendation to modify Program 12.3 on page XI-11, to read as follows: ~Except as <br />otherwise approved by the City Council, limit the debt ratio (debt guaranteed by the <br />General Fund) to ten percent? <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers -Dennis, Michelotti, Mohr, Pico, and Mayor Tarvet <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Council then discussed how to proceed on the items. <br /> <br /> Mr. Rasmussen recommended Council certify the Final EIR and approve the General <br />Plan update resolution.
