Mr. Tarver indicated all other Committees and Commissions have some provisions for an appeal to the City Council except for the Mobilehome Committee. Ms. Dennis asked if the Committee could address the issue of tenant representation. ADQPTION QF THE 1996 PLEASANTON GENERAL PLAN UPDATE Steven Bocian indicated staff had concerns about the debt ratio limit expressed in Section XI, Economic and Fiscal Element, at page 16. He stated that from time to times when bonds are being issued, it may be necessary to go slightly over 10%, 10.1% or 10.2% for instance. Staff requests a modification to add 'except as otherwise approved by the City Council'. It was moved by Ms. Mohr, seconded by Ms. Michelottl, to accept the staff recommendation to modify Program 12.3 on page XI-11, to read as follows: ~Except as otherwise approved by the City Council, limit the debt ratio (debt guaranteed by the General Fund) to ten percent? The roll call vote was as follows: AYES: Councilmembers -Dennis, Michelotti, Mohr, Pico, and Mayor Tarvet NOES: None ABSENT: None ABSTAIN: None Council then discussed how to proceed on the items. Mr. Rasmussen recommended Council certify the Final EIR and approve the General Plan update resolution. One possible way to go through the review process, after the public comment period, would be to ask each Councilmember what changes are in order to Exhibit 4 of the General Plan resolution.
