In addition to that, Mr. Tarvet wanted
clarification of the action taken regarding the Vineyard Corridor. He asked if other
Councilmembers had items that needed discussion or clarification.

Ms. Michelotti wanted to add Sphere of Influence extensions. She referred to the prior
vote regarding the Foothill Road area and she wanted to remove the Kuki property for a separate
motion. She also had concerns about the definition of the Urban Growth Boundary. She wanted
discussion on July 15 regarding the review by subsequent General Plan Committees.

FoOthill ROad Width

Mr. Rasmussen indicated this item was not addressed in the Planning Commission
resolution. In the luly 1 staff report, staff had recommended adding a program to the
Circulation Element that would read: 'Maintain the interim two and three lane cross-sections
for Foothill Road as specified in City Council resolution 91-23 for as long as feasible and widen
Foothill Road to four lanes only if and when there is no other reasonable alternative. ~

Mr. Swift explained that public testimony was taken on this subject with respect to Mr.
Kliment's suggestion that Council delete the four lane segment of Foothill Road between
Stoneridge Drive and Muirwood Drive South and that it be identified in the General Plan as a
two lane divided road with left turn lanes. Staff suggested that an additional policy be added.

07/09/96 -34-
