IX. AIR OUALITY <br /> <br />Drive-ThrOugh Businesses <br /> <br /> It was moved by Ms. Mohr, seconded by Ms. Michelotti, to adopt the Planning <br />Cornml~ion recommendation to modify Program 4.4 on page IX-10, to read as follows: <br />"Develop standards for the design and use of new drive-through businesses to minimize <br />adverse impacts on air quality? <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers- Dennis, Michelotti, Mohr, Pico, and Mayor Tarvet <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Buffer Zones <br /> <br /> Council discussed the definitions of transportation corridors and transit hubs. It was <br />determined that this did not apply to the major circulation arterials. <br /> <br /> It was moved by Ms. Michelotti, seconded by Ms. Mohr, to adopt the Planning <br />Commition recommendation to modify program 6.2 on page IX-11, to read as follows: <br />"Include buffer zones within residential and sensitive receptor site plans to separate these <br />uses from freeways, arterials, point sources, and hazardous materials locations." <br /> <br /> Mr. Tarvet preferred the Steering Committee language that required landscaping <br />setbacks. <br /> <br /> Ms. Michelotti asked if the City always required landscape buffer zones or is there an <br />alternative. <br /> <br /> Ms. Mohr wanted to know who would pay for the landscaping? <br /> <br /> Mr. Rasmussen indicated a developer would be required to pay for it. <br /> <br /> Ms. Mohr felt that if we are talking about the railroad corridors, she did not think the <br />City could get payment from the railroads for landscaping. <br /> <br /> Mr. Swift clarified that the railroad corridors on the General Plan that are identified as <br />transportation corridors are the former Southern Pacific Railroad tracks south to east and the one <br />that runs from the tadurn wye north to Hacienda Business Park. The Union Pacific Railroad <br />track, which is the actively used track, is not a transportation corridor on the General Plan; it <br />is a railroad. <br /> <br />07/09/96 -27- <br /> <br /> <br />
