Ms. Michelotti said she could support that because the word used is "explore", but she <br /> wanted a closer look before implementing a program. <br /> <br /> Mr. Swift pointed out that the existing Program 11.5, which is not proposed to be <br /> modified, says use the lower-income housing fund to purchase land, etc., subsidize rents, and <br /> otherwise help produce housing for low income households. The Section 8 idea Ms. Mohr is <br /> talking about is a subsidized rent. The City's Housing Specialist is working on coming up with <br /> schemes as to how to best use the Lower Income Fund and will work with the Affordable <br /> Housing Commission to bring back a policy and recommendation to the City Council. The <br /> General Plan already has the kind of Program Ms. Mohr is talking about. <br /> <br /> Ms. Michelotti asked what measures are being taken to maintain for a longer time the <br /> affordable units that a coming to the end of the commitment. <br /> <br /> Mr. Swift indicated that was a few pages farther on in the recommendations. <br /> <br /> It was moved by Ms. Michelotti, seconded by Ms. Dennls, to approve the Planning <br /> Comrnl~ion recommendation to add a new Program 11.6 on page IV-23, to read as follows: <br /> "Explore using the lower-income housing fund to provide low-interest loans for first-time <br /> buyers of existing homes." <br /> <br /> Th~ r011 call vote was as follows: <br /> AYES: Councilmembers - Dennis, Michelotti, Mohr, Pieo, and Mayor Tarver <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> Adequate Infrastructure <br /> <br /> It was moved by Mr. Tarver, seconded by Mr. Pico, to accept the Steering <br /> Committee recommendation and to modify Program 12.4 on page IV-25, to read as follows: <br /> "Use the Growth Management Program to ensure that residential development does not <br /> occur unless adequate infrastructure is present to ensure that the City's quality of life and <br /> level of services are maintained." <br /> <br /> Ms. Mohr indicated the City usually does not pay for infrastructure, developers do. In <br /> order to have the infrastructure built, she felt 'provided" was more correct to make it happen. <br /> If we say the infrastructure has to be present, for instance a school, it cannot happen. The <br /> School District will not build a school until the need is there. There would not be a school <br /> "present" but it would be provided. She felt 'present" is the wrong tense. <br /> <br /> Ms. Michelotti felt that the infrastructure is normally required to be put in place first, <br />-- the streets, utility lines, etc. <br /> <br /> 07/09/96 -20- <br /> <br /> <br />
