It was moved by Ms. Mohr, seconded by Ms. Dennix, to award the bid for legal advertising to the Valley Times. Ms. Dennis indicated she is also a paid subscriber and was unsure of the distribution in other areas. She agreed that the special display ads should be run in The Independent because it is a free newspaper, so people who do not subscribe to any newspaper might get an Ind_ependent. She was concerned that if the legal ads were run in The Independent that those not familiar with the paper might not know where to look for the notices. She would be interested to know how the money was spent on each newspaper. Ms. Michelotti felt this was a tough decision because more than price had to be considered, such as readership and circulation. She did feel circulation was an important issue. She encouraged staff to place the display ads in all three papers. There is an element in the community that only reads The Independent. HOUSING ELEMENT M0der~t~-Income Housing It was moved by Mr. Plco, seconded by Ms. Michelottl, to modify Policy 8 on page IV-19, to read as follows: "Encourage the construction of homing affordable to moderate income households consistent with regional share goals and income levels of current and future Pleasanton residents and workers and set a target of a minimum 20 percent of all new housing needs to be affordable to moderate income households." There was discussion regarding the established goals and how Pleasanton is meeting those goals. 07/09/96 -17-
