Mr. Lum indicated the entire downhill potion of the gravity pipeline is deemed to be in
bad shape and needs repair or replacement. The LAVWMA Board has authorized repair of
6,000 feet so far in the worst section. The next section under design is 2,000 feet at Roberts
Landing in San Leandro. What is pressing that issue is that development is starting to occur
over that site and it would be timely to replace it now.

Ms. Mohr felt it was unfortunate there is no choice. She felt it was a waste of money
because we have not been able to reach agreement on expansion.

Ms. Michelotti asked if this was an absolutely urgent decision that has to be made now?

Mr. Lure said there is still some review occurring regarding the savings to be gained by
replacing the pipeline now before development occurs. The other issue is the relationship
between the City of San Leandro and the developer regarding doing the work before
development occurs. There is also some work being done to examine the 27" pipe to ascertain
its condition. That pipe has not yet had detailed inspection. It is expected that the request for
repairs will be before the LAVWMA Board in August because of the need to get it done prior
to construction in that area.

Ms. Michelotti asked what the anticipated cost of the second replacement section.
Mr. Lum did not know, but guessed less than $1 million.

The roll call vote was as follows:
AYES: Councilmembers - Dennis, Mohr, Pico, and Mayor Tarver
NOB: Councilmember Michelotti
ABSENT: None
ABSTAIN: None

Ms. Acosta wanted it to be clear that no decision has been made on whether to call for
a special election.

O71O9196 -10-
