The roll call vote was as follows: <br /> AYES: Councilmembers- Dennis, Michelotti, Mohr, and Pico <br /> NOES: Mayor Tarvet <br /> ABSENT: None <br /> ABSTAIN: None <br /> <br /> LOwer-InCOme Housing <br /> <br /> Ms. Mohr asked if 15% was the correct figure for Pleasanton's fair share of the regional <br /> goals. <br /> <br /> Mr. Rasmussen indicated Pleasanton has exceeded the regional goal and is now at 18 % <br /> for lower-income housing. <br /> <br /> Mr. Swift indicated the regional share does not look at the total city housing stock. It <br /> only looks at what new housing is developed over a period of time. The last time the regional <br /> share was surveyed, out of the total regional units Pleasanton was supposed to provide, almost <br /> one-third of those were lower-income units. We exceed the total units and met the moderate <br /> income regional needs and with projects under construction today, we will meet the lower- <br /> income needs, but not the very-low income needs. The regional housing number is different <br /> than what the total housing stock should be to lower-income households. <br /> <br /> Mr. Tarvet asked if we could recommend encouraging the regional housing share? <br /> <br /> Mr. Swift indicated that was another policy, to meet the regional share needs established <br /> by ABAG. <br /> <br /> Mr. Rasmussen indicated that policy is adopted and then we try to meet it. <br /> <br /> It was moved by Ms. Mohr, seconded by Ms. Miehelotti, to accept the Planning <br /> Commition recommendation to modify Policy 7 on page IV-17, to read as follows: <br /> "Encourage 15 percent of the housing stock at full development to be affordable to the <br /> needs of lower-income households." <br /> <br /> Mr. Pico felt most of the affordable housing programs he has seen have sunsets of 25 <br /> years and then the affordable provisions disappear. At buildout and beyond, how do we get <br /> 15 % of the housing stock to be affordable to lower-income households? He felt there was a big <br /> problem with the sunset issue. <br /> <br /> Mr. Swift agreed it will be difficult to achieve the goal. However, there are policies <br /> included in the Housing Element that attempts to retain as much of the lower-income housing <br />-- that currently exists, especially when those sunsets occur. He agreed staff needs to cream <br /> housing implementation programs and the Housing Specialist is working with the Affordable <br /> <br /> 07/02/96 -37- <br /> <br /> <br />
