Ms. Michelotti said it appears Mr. Pico does not trust Council's decision and that something that was initiated and stated to be permanent will not be permanent. Mr. Tarvet felt debate was starting to go over the same issues. In terms of staff direction, he agreed with Mr. Pico, Council wants to ask the voters about the work that has been done and to vote on whether to change it. He wants three issues, but will agree to only two on the ballot if necessary. It was moved by Mr. Pico, seconded by Ms. Dennis, to put to a vote of the people an amendment to the General Plan that would provide that major adjustments to the Urban Growth Boundary could be made only after approval by a vote of the electorate of the City of Pleasanton.
