Ms. Michelotti stated she was bothered because this property was not originally part of <br />the General Plan review process. This came up in an attempt to reduce overall densities for this <br />area. If the Lemoine, Kolb-Miller and Lester properties are to remain the same, she wanted <br />consistency and the Kuki property should be the same. The property owners understand the area <br />will be scrutinized. <br /> <br /> Mr. Tarver debated the same issues. However, there are now staff recommendations, <br />as well as Steering Committee and Planning Commission recommendations. Three property <br />designations are to be retained and three to be changed. There is a rationale for that decision. <br />He had the same problem with the Kuki property. If there could be an acceptable plan for more <br />than nine units, he would agree to consider it, but he did not want to create an expectation for <br />21 or 37 units. <br /> <br /> Ms. Mohr indicated there have been lot layouts drawn for the property, but she did not <br />think any formal application had ever been made. <br /> <br /> Mr. Swift said there was an application for a 21 lot project. Staff felt an environmental <br />impact report and geologic study would have to be prepared. The initial geologic study <br />concluded the site needed a lot more study because the first findings said the site was not <br />appropriate to develop. Staff has been waiting for further information before proceeding to <br />review any application. The project has been waiting for ten years for the geologic issues to be <br />resolved. There are many other issues that also affect this area. <br /> <br /> Ms. Mohr recalled from walking the property, that no matter what zoning is given, the <br />property will not suppert very many houses. She remembered there are two houses below this <br />property that are already showing signs of sliding. <br /> <br /> Mr. Swift explained those are on the toe of the slide that the rest of this property is on. <br />To do a slide repair for the Hirst/Kuki property you have to also work on the other properties. <br />The two lots with houses are on large acreage parcels, the properties immediately north are <br />approximately five acres in size. In other words, the property surrounding the Kuki property <br />is basically rural density and that is why staff supperted the Steering Committee <br />recommendations for these parcels. This is not the same situation for the properties that are <br />recommended to remain unchanged. The developable perlion of the Kolb property is relatively <br />flat and invisible from the Valley floor. It is immediately adjacent to the Presley project and <br />served by the infrastructure that would serve that. <br /> <br /> It was moved by Mr. Tarver, seconded by Ms. Dennis, to approve the planning <br />Cornmlnion recommendation to modify the Draft General Plan Map to retain the current <br />Low Density Residential land use designations for portions of the Lemoine, Kolb-M B!er, <br />and Lester properties, as shown on the current General Plan Map. <br /> <br /> Ms. Michelotti felt if Council had kept the Low Density designation for the Kuld <br />property but take out the units above the 670 elevation, there are about 15 units left.
