Ad_iustment to the Urban Growth Boundary_ <br /> <br /> It was moved by Ms. Michelotti, seconded by Ms. Mohr, to approve the Plsnnlng <br />Comml~ion recommendation to modify Program 11.3 on page 11-18, to read as follows: <br />"Future adjustments to the UGB line location should be addressed at the time of <br />comprehensive General Plan updates; however, minor adjustments may be granted in the <br />interim which conform to strict performance criteria as outlined in this Element." <br />The roll call vote was as follows: <br />AYES: Councilmembers - Michelotti and Mohr <br />NOES: Councilmembers - Dennis, Pico, and Mayor Tarver <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> It was moved by Mayor Tarver, seconded by Mr. Pieo, to accept the Steering <br />Committee recommendation regarding Program 11.3 on page 11-18, which reads as follows: <br />"Future adjustments to the UGB line location are discouraged; however, mlnor adjustments <br />may be granted which conform to strict performance criteria as outlined in this Element." <br /> <br /> Ms. Michelotti felt it makes sense that future General Plan committees look at the line <br />and make a recommendation, whether they validate it or not. She felt her motion made absolute <br />sense. <br /> <br />The r011 call vote was as follows: <br />AYES: Councilmembers - Dennis, Pico, and Mayor Tarver <br />NOES: Councilmembers - Michelotti and Mohr <br />ABSENT: None <br />ABSTAIN: None <br /> <br />V{hi~Ular Traffic <br /> <br /> It was moved by Mr. Pieo, seconded by Ms. Dennis, to accept the Steering <br />Commlttee recommendation regarding Program 13.1 on page 11-19, which reads as follows: <br />"Reduce the need for vehicular traffic by locating employment, residential, and service <br />activities dose together, and plan development so it is easily accessible by transit, bicycle, <br />and on foot." <br /> <br /> Ms. Mohr asked if the policy required a bus in a neighborhood where it was not wanted <br />by the residents? <br /> <br /> Mr. Swift indicated that all this program does is recommend placing employment, <br />residential and service activities close together and accessible by transit, etc. It does not say we <br />have to put buses, bicycles, etc. anywhere. Neither does it say traffic will actually be reduced. <br />It only says we will plan development to allow those things to happen. <br /> <br />07/02/96 -18- <br /> <br /> <br />
