It also
seems that if a person has 100 acres of land and only 25 acres are developable, there should be
some way of getting credit for the 100 acres if designated for open space. She asked if there
were some way of describing whether the entire parcel is developable or only a portion.

Mr. Swift indicated that in the existing General Plan, density was calculated on the basis
of the entire acreage. Development plans were then reviewed in light of terrain constraints. He
cited the example of the Presley property. The owners first suggested the entire property be
designated low density residential rather than just the developable portions and the remainder
shown as open space. First there was a 400 unit plan, then a 200 unit plan, and ultimately a 100
unit plan which put all development in the developable area. If the plans had been done
according to the proposed General Plan amendments, only the 100 unit plan would ever have
been considered. The proposed General Plan update designations do not follow property lines,

07/01196
-8-
