Phyllis Jardine, 4 132 Cfistobal Way, indicated she was a member of the Preserve Area <br />Ridgelands Committee (PARC), supported the Urban Growth Boundary and supported puffing <br />it on the ballot in November. <br /> <br /> Wayne Rasmussen indicated staff recommended the Council complete the public hearing <br />process and then provide staff with any recommendations regarding the final environmental <br />impact report and the General Plan update document itself. Staff recommended that Council <br />conclude that the Final Environmental Impact Report be certified as complete. He suggested that <br />Council go through the Planning Commission resolution point by point and give direction to the <br />staff. Final resolutions will be brought back at a later time. He commented that various <br />recommendations had been made regarding definitions of gross developable acreage, and staff <br />had compiled them on one sheet for Council to review. Regarding the Happy Valley area, <br />including the Spotorno property, the golf course properties, and unincorporated Happy Valley <br />parcels, staff supported a specific plan. <br /> <br /> Ms. Dennis asked if the comments regarding the Muwekma Indian tribe would be <br />included as part of the environmental documents. <br /> <br /> Mr. Rasmussen indicated a written response would be prepared prior to approval of the <br />environmental documents. <br /> <br /> Ms. Mohr asked if people will be allowed to comment on July 15. <br /> <br /> Ms. Acosta indicated the 15th was intended to be the meeting when Council looks at the <br />final wording of the decisions. <br /> <br /> Mr. Tarvet suggested going through Attachment 1 and giving staff direction to come back <br />on the 15th with whatever changes have been made. On the 15th, there would be additional <br />public comment. He felt it was important that Council give specific directions about all the <br />recommendations and review any differences between staff, the Planning Commission, and the <br />Steering Committee, so people have a better opportunity to respond to what is being proposed. <br />Then on the 15th, if the people disagree with the Council, they can air their comments. He <br />assumed that the EIR is not to be certified tonight in view of the additional comments regarding <br />the Muwekmas. <br /> <br /> Mr. Roush indicated it was not the intent of staff for Council to certify the EIR tonight. <br />Staff wanted to know if Council had further comments about the adequacy of the EIR. If not, <br />a resolution certifying the EIR would be brought back on the 15th. <br /> <br /> Rosemary Cambra, representing the Muwekma Ohlone Tribe, introduced herself and <br />explained the history of her tribe and the preservation of the religious heritage of this area.
