Ms. Michelotti asked if the project description had been defined in the Alameda County <br />process and did it bring the train only to Bernal? <br /> <br /> Mr. Lum indicated there is still a lot of discussion about where the project will end. The <br />County has not yet done its environmental work and is trying to decide on the scope of the <br />project for the environmental work. Ultimately, the project sponsors would like to extend the <br />rail farther downtown, but are willing to stop at Bemal Avenue as the first phase. <br /> <br /> Michael Snyder, Vice President of the Pacific Locomotive Association, agreed with the <br />ballot language proposed. He expressed concern about the damage to the County Transportation <br />Corridor that has been done by the contractor working on the Junipero extension. He felt the <br />grade level is now six feet too low. <br /> <br /> Mr. Lum indicated he has been working with Alameda County and the grade will be <br /> <br /> Ms. Mohr asked who will be carrying the insurance for the proposed train line and what <br />is the division of responsibility between the PLA and the PRA? <br /> <br /> Mr. Snyder said the Pacific Locomotive Association would have the insurance and be <br />responsible for the operation. PRA is an independent 501(c)(3) corporation whose sole purpose <br />is to encourage development of the Niles Canyon Railroad into Pleasanton. All equipment and <br />operation responsibility belongs to the PLA. He support this advisory measure because it will <br />demonstrate the public support for the project. <br /> <br /> Ms. Dennis expressed her understanding that the PLA is building track towards <br />Pleasanton. <br /> <br /> Mr. Snyder indicated the license agreement allows the PLA to build track all the way to <br />Verona Road. The track now only reaches Bond Street. The PLA is building track to the yard <br />in Niles Canyon to allow storage of all its equipment. After that, then it will continue to build <br />towards Pleasanton. <br /> <br /> Ms. Mohr asked when the mn to Pleasanton will happen and if it will have a steam train <br />in operation? <br /> <br /> Mr. Snyder did not know. All labor is volunteer and the work will proceed slowly. <br />There are ten steam engines; one is in very good condition and is running now; four others have <br />been operational in the last ten years. He said the proposal is to bring trains to Pleasanton on <br />at least the first and third Sundays and the PLA hopes to increase that. <br /> <br /> Ms. Michelotti asked Mr. Snyder what his plans were regarding how far the trains go <br />into the downtown area. <br /> <br />06/18/96 -5- <br /> <br /> <br />
