4. CONSENT CALENDAR <br /> <br /> It was moved by Ms. Mohr, and seconded by Ms. Dennk, that the following actions <br />be taken on the Consent Calendar: <br /> <br /> a. Approve the City Council Minutes for June 4, 1996, as amended. <br /> <br /> b. Commend the Livermore Amador Valley Transit Authority for ten years of <br /> <br /> c. Authorize the City Manager to sign the (a) Third Amendment to the <br /> Memorandum of Understanding between Pleasanton, Dublin San Ramon Services <br /> District and Chang Su-o Lin and (b) Second Amendment to the Acquisition <br /> Agreement between Pleasanton and Chang Su-o Lin, to extend the expiration date <br /> of each agreement to December 31, 1996. (SR96: 186) <br /> <br /> d. Approve plans and specifications for the Pleasanton Avenue and St. John Street <br /> Reconstruction, review bids and award the contract to McGuire and Hester of <br /> Oakland, CA for a low bid of $271,271; approve Contract Amendment No. 1 <br /> with Creegan + D'Angelo to provide construction related engineering <br /> consultation and surveying services for the subject project with a not-to-exceed <br /> cost of $16,000 (Contract Amendment No. 1 will also increase the original <br /> contract not-to-exceed of $26,200 by $4,000 to cover Creegan + D'Angelo's <br /> additional design related expenses related to coordination with the St. John Place <br /> development); approve contract with Consolidated Engineering Laboratories with <br /> a not-to-exceed cost of $8,689 to provide gcotechnical and materials testing for <br /> the subject project; and authorize the City Manager to execute the above <br /> referenced contracts and contract amendment. (SR96:192) <br /> <br /> e. Appropriate an additional $33,575 from the Gas Tax Fund for Vineyard Avenue <br /> Soundwall, Project Number 945032. (SR96: 187) <br /> <br /> f. Adopt Resolution No. 96-66, confirming the 1995-96 appropriation limit of <br /> $93,408,103, which was provisionally adopted in the prior year; select the <br /> percentage change in the City population and the percentage change in California <br /> per capita personal income as the growth factors for determining the City's <br /> Proposition 4 limit in 1996-97, pursuant to Proposition 111; and adopt the <br /> 1996-97 appropriation limit of $99,911,430.
