the land would support, water availability or circulation. The same thing applied to the
Vineyard Corridor. That area is in-fffi. The roadway is dangerous and needs to be realigned.
To pay for the road improvements it is necessary to have development. That development would
also support a school so there would be no need to drive children to Wwn. School buses are no
longer available and hws pwhibit charging parents for buses. Mary Roberts is one of three
property owners opposed to reasonable development in the area. There were people on the
Steering Committee who disregarded the recommendations of the subcommittees because of their
own preconceived ideas. He thinks it will have cost a million dollars for the General Plan
Update and felt the money was wasted.

David Glenn, 5650 Foothill Road, said he was on the General Plan land use
subcommittee and felt the General Plan Update as presented accurately reflects the
recommendations of the land use subcommittee. He has heard many denunciations of this
process and accusations that it does not reflect recommendations of the subcommittees. He
suggested placing the major issues before the citizens of Plea~nton and have them vote on it.
To educate the voters, he proposed placing copies of the General Plan Update in the library and
Planning Department for use by the citizens.

Pam Chrisman, 1944 Vineyard Avenue, disagreed with the draft General Plan designation
for the Vineyard area. The property owners agreed to annex in exchange for development of
their properly. She quoted from the LAFCO resolution and the City of Pleasanton regarding
annexation. She then read quotes from Brian Swift regarding the annexation process for
Vineyard Avenue and Ruby Hi!l, She did not believe that allowing one house per five acres was
fair based on verbal promises and the South Livermore Plan. She felt the City made false
promises to them in order to get Ruby Hill.

Randy Friesen, 2269 Via Espada, spoke in support of a cemetery on the west side of
Foothill Road and read a letter which had been presented to the City Council.

Ms. Michelotti asked how many acres they wanted.

Mr. Friesen indicated sixty acres would allow a cemetery with a 100 year longevity.

Jim Happ, 39 California Avenue #108, referred to comments by Rick Bentley. He
served on the Housing and Growth subcommittee and that subcommittee voted 11-2 for 700 units
in the Vineyard Corridor. The co-chairs then took that vote to the Steering Committee and
voted for 100 units. The chairs had a mandate to present 700 units and they ignored us. He
felt Mr. Bentley's comments were true.

Gary Schwagerle, 189 West Angela Street, urged caution in what is placed on a ballot,
because it could be very confusing to the voters. There has been input from a survey, town
meetings, etc. and he feels Council should know what the public wants. He wanted to preserve
-- the density transfers; was opposed to the 4/Sths vote; and felt the Vineyard Avenue Corridor

06/13/96
-7-
