Ms. Michelotti asked if any action was to be taken by Council at this meeting. <br /> <br /> Mr. Rasmussen said no. <br /> <br /> Mayor Tarver continued the public hearing. <br /> <br /> Dorene Paradiso, 3168 Paseo Granada, referred to comments of the Mayor on the <br />Mayors Report on Channel 30 which indicated an agreement is close regarding the San Francisco <br />Water Department property. She believed the outcome of the November election could <br />determine how the San Francisco property will develop. She did not think San Francisco could <br />develop within the proposed housing cap recommended by the General Plan Steering Committee. <br />Ms. Paradiso urged Council to support the Planning Commission recommendation to provide <br />an exemption for the Bernal Avenue development from the housing cap. She also opposed the <br />requirement of a 4/Sth vote to change the General Plan and felt it was unjust for this Council <br />to say that no future Council has the right to make decisions for this community. <br /> <br /> Keith Fraser, 2109 Fourth Street, Livermore, representing the Kolb Family, asked the <br />City Council to leave the designation of the Kolb property on Foothill Road as it currently is. <br />He agreed with the Wildlands Overlay designation for forty acres of wooded foothills. He <br />pointed out that the property owners have already preserved wildland areas. The property is not <br />steep so the 25 95 slope restrictions do not apply and sewage disposal, and fife and police <br />protection are not a problem. None of the proposed ten lots will affect the visual identity of the <br />area. He presented slides showing the property, the existing roads and the proposed <br />development sites. Mr. Fraser believed it was very unfair to change the property designation <br />which would allow only two lots, especially since there is a subdivision next door. The <br />subcommittee and the Planning Commission recommended no change and he urged Council to <br />follow that recommendation. <br /> <br /> Ms. Micheloff asked if the Kolbs still had access to their property when the Presley <br />property is developed. <br /> <br /> Mr. Fraser said they do. <br /> <br /> Deborah Kleffman, 3010 Paseo Granada, opposed placing General Plan issues on the <br />November ballot when initiated by the City. She believed referendum and initiatives are the <br />tools the public has to address any perceived errors of the Council and signify the importance <br />of an issue when the citizens are willing to take the time to follow these processes. She did not <br />feel that an issue coming from the Council had the same significance. Also she wanted to know <br />how much of the General Plan was proposed for the ballot; will the issues be ranked in <br />importance; and ranked by whom? If the voters must decide on every issue, then they don't <br />need the leadership of the Council. She was concerned that if the elected officials don't make <br />the big decisions, their role is reduced to a secretarial function. If residents want to be heard <br />before a general plan issue gets on the ballot, to whom do they speak? Not to Council, because <br /> <br />06/13/96 <br /> - 2 - <br /> <br /> <br />
