Ms. Michelotti indicated the letter includes a lot of what was discussed and agreed the <br />minutes could be helpful. <br /> <br /> Ms. Dennis would like Pleasanton to have an advantage in the service contract. She <br />believed water practices were changing in California and there may be other situations like this <br />in the future. She also believed it was important to retain some control. <br /> <br /> Mr. Lure indicated the letter could be modified to express pertinent points and felt that <br />was more important than sending a copy of the minutes. He had discussed with Zone 7 staff <br />the issue of protecting the current in-boundary customers and had discussed the model <br />verification with the Zone. Zone 7 staff indicated they had verified the model and felt <br />comfortable with it. As to the groundwater management plan, Zone 7 feels it is managing the <br />ground water in conformance to existing statutes and good management policies. Mr. Lum <br />indicated he would ask for a copy of whatever agreement is being negotiated regarding <br />Dougherty Valley and would present that to Council for comment before Zone 7 takes any <br />action. <br /> <br /> Ms. Dennis asked for a risk analysis of unanticipated costs and events and how that <br />would be handled in the contract. What things would be reviewed in the future and how could <br />Zone 7 recover any unanticipated costs? Because water policies and regulations are in flux at <br />this time, it is possible that future occurrences at the state level could affect our ratepayers. <br /> <br /> Ms. Micheloff clarified the motion was to send the attached letter to Zone 7 (which <br />recommends that Zone 7 pursue a negotiated Option 1) and including the additional suggestions <br />as discussed by Council. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Dennis, Michelotti, Mohr, Pico, and Mayor Tarvet <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> There was a break at 8:30 p.m. <br /> <br /> The meeting was reconvened at 8:35 p.m. <br /> <br />Item 6b <br />Agreement with Caltho_rpe Associates for preparing Desian Guidelines for the San Francisco <br />BCrmll Prgpert_v Specific Plan.
