Item 6f <br />Advisory Ballot Measure Concerning the Operation of an Excursion Tram Between NHes <br />Canyon and downtown Pleasanton within the A!3meda County Transportation Corridor. <br />(SR96: 168) <br /> <br /> Michael Roush presented the staff report. <br /> <br /> Mr. Tarvet thought he had made a motion at a prior meeting for the ballot question to <br />read, "Shall the Pacific Locomotion Association excursion trains be permitted to extend <br />operation to downtown PleasantonT". He did not believe the issue of financing, project scope <br />or anything else was within Pleasanton's jurisdiction. Alameda County is the permitting agency <br />and we only want to ask the people if they support the concept of the train coming downtown. <br /> <br /> Ed Churka, 507 St. John Street, presented the wording he wanted on the ballot. It r~_.d, <br />"Shall the Pacific Locomotive Association' s excursion train, curren~y operating on the first and <br />third Sunday of the month between Niles and Sunol, be permitted to extend its operations into <br />downtown Pleasanton7 The Pleasanton Railroad Association and the Pacific Locomotive <br />Association shall be solely responsible for the funding, construction, and completion of this <br />project." He felt that covered everything. <br /> <br /> Ms. Michelotti asked how his organization would accommodate the Iron Horse Trail. <br /> <br /> Mr. Churka indicated the organization is not worried about it now. Alameda County has <br />in its General Plan that there be room for it. There is space for the trail from Stanley to Santa <br />Rita and there is room on the half mile between Bemal and Junipero. The rest has to be <br />negotiated with the Fast Bay Regional Park District, the County and others. <br /> <br /> Ms. Michelotti remembered that comments were made that there would be no fence to <br />protect that trail. Since there will be no federal funding, she got the impression them would be <br />no funds to provide a barrier to allow the trail. <br /> <br /> Mr. Chnrka stated that was correct. The Association is only dealing with putting in <br />railroad tracks and bringing the train to downtown Pleasanton twice a month. Any <br />considerations for the trail have to be negotiated with EBRPD, City of Pleasanton Parks and <br />Community Services, Alameda County, etc. on what is to be done and who is paying for it. <br />That has nothing to do with laying of track. <br /> <br /> Ms. Mohr indicated that the representative from the Pacific Locomotive Association said <br />he did not want a trail. <br /> <br /> Mr. Churka believed the gen~eman was speaking for himself, not the Association. <br />Alameda County and the PLA and PRA have discussed making accomm~tions for the trail. <br />Niles Canyon has a section for extension of the trail in the area. <br /> <br />06/04/96 -20- <br /> <br /> <br />
