Ms. Mohr inquired what role the City would have in terms of deciding the development <br />on the parklands. Would we be acquiring wildlands or useable parkland. <br /> <br /> Ms. Bengtson indicated the City could provide input at the time of purchase of parkland. <br />Some land would be for active use and other property would be used for access. It really <br />depends on the property needed at any given time. <br /> <br /> Ms. Mohr believed the District could use more wildland, whereas the City typically <br />acquires park land for active use. She felt a blend of the uses would be preferred. She also <br />wanted Pleasanton residents to get priority for those areas which required permits. <br /> <br /> Ms. Bengtson indicated the District has always been cooperative with regard to use of <br />the parkland. She thought the District representative would have to respond to the question of <br />preferential permits. <br /> <br /> Jocelyn Combs, 5 15 1 Green Tree Court, the Pleasanton representative to the East Bay <br />Regional Park District, indicated the Pleasanton Ridge is very important to the citizens of <br />Pleasanton and the Ridge is the jewel in the crown of the EBRPD. The District and the City <br />have worked cooperatively on many other projects, including a joint operating agreement for the <br />Augustine Bernal property, day camps at Shadow Cliffs, and potential uses of the Garms Ranch <br />property. Many other cities have joined the EBRPD as a result of Measure AA park bonds and <br />they were offered the opportunity to have joint projects using the cities' portions of the AA <br />bonds in connection with the Park District's monies for acquisition purposes. Pleasanton's AA <br />funds have been spent on improving other projects within the City of Pleasanton. EBRPD has <br />spent the $10 million allocated for Pleasanton Ridge and an additional $2 million on the Carins <br />Ranch property. In terms of land use plans for the Ridgelands, there is a planning process that <br />goes through an environmental review and public process. Also there is a Liaison Committee. <br />With regard to the request to have Pleasanton residents get priority for permits, Ms. Combs did <br />not believe that could be done. However, the matter could be explored. <br /> <br /> Martin Vitz, Advanced Planning Manager for the East Bay Regional Park District, <br />indicated there are some things that still need to be done to allow the Ridgeland Park to reach <br />its full potential. There still needs to be access from Foothill up to the Ridge and there are parts <br />of the ridgeline that still need to be acquired. The District has preserved the ridge and now we <br />need to make it a regional park available to the public. <br /> <br /> Ms. Acosta indicated the budget material includes potential sources of funding. This <br />agenda item is a conceptual approval of the program and the actual funding will be discussed <br />at the June 10 budget workshop and the budget heating on June 18. <br /> <br /> Mr. Tarver believed item 6i, regarding Council priorities, should be discussed in <br />conjunction with the budget considerations. <br /> <br />06/04/96 -13- <br /> <br /> <br />
