Kay Ayala, 45 15 Gatetree Circle, was not against design guidelines. Her question was <br />with regard to the timing. She believes San Francisco and Pleasanton are going in the same <br />direction and felt the major issues to resolve were a PUD plan, development agreement, tax <br />sharing agreement and growth management. If the growth management issue discussed at the <br />last Council meeting goes to a general election, the City will be tied to a certain number and we <br />will lose the flexibility curren~y available. If we give up all growth management to this major <br />project, are we being fair to smaller developers in town? She is trusting that if Council goes <br />ahead and spends the money for the guidelines, that it intends to proceed with the tax sharing <br />agreement and to give growth management for a final project. She indicated that if we proceed <br />with design guidelines, we have to stop pretending there are no cars. She urged Council to be <br />practical in drafting the guidelines. She objected to the tree bulb outs as built in Laguna West <br />and related the problems that have occurred. They interfere with parking and don't really slow <br />drivers down. She preferred the grass strips with trees. She cautioned that these considerations <br />be included when drafting the design guidelines. <br /> <br /> Ms. Dennis related her experience driving in Yosemite and her perception that once a <br />driver must drive with caution on narrow streets, that it carries over to areas with wider streets. <br /> <br /> Jack Dove, 3263 Vineyard Avenue #114, felt the cost of the consultant contract is <br />insignificant in comparison with the overall cost of the project. He had concerns about <br />circulation. He expressed concern that Council is using one consultant for a project of this <br />magnitude. He referred to Larry Canon, who has spoken to the Planning Commission on design <br />concerns, and felt his services would be useful on the San Francisco project with regard to <br />circulation. <br /> <br /> Mr. Tarvet felt Council was asking the consultant to put something before Council and <br />the community to allow reaction and input. <br /> <br /> Ms. Michelotti indicated she had visited Laguna West and also saw a development called <br />Avalon which exemplifies neo-traditional planning. She described the development and product <br />type and then related her conversation with the developer, Tom Wynn. He urged keeping <br />flexibility in the plan because the City cannot dictate what people will buy. She further <br />described the designs of the Avalon development and how those could apply to the San Francisco <br />property. <br /> <br /> It was moved by Mr. Pico, seconded by Ms. Denn|,% tO approve the staff <br />recommendation to appropriate $70,tl00 from the General Fund to the San Francisco <br />Bernal Property Advance Planning Fund (Program #301); and to authorize the City Manger <br />to execute a contract not to exceed $70,000 to ref'me the master plan and complete design <br />guidelines for incorporation into the Specific Plan. <br /> <br /> Ms. Dennis commented that flexibility of the design guidelines are the key to their <br />longevity. <br /> <br />06/O4/96 - 11 - <br /> <br /> <br />
