word "permanent' be deleted and replaced with 'long term' and that the urban growth boundary <br /> line concept be considered for updating with every comprehensive general plan update. <br /> <br /> Mr. Rasmussen continued, the Steering Committee recommended the annual growth rate <br /> for residential development be limited to 350 units per year starting in 1999 and the Planning <br /> Commission recommended that the City use 350 units as a target but still keep the 650 units <br /> limit. The Planning Commission recommends an additional 400-500 units than the Steering <br /> Committee and those units would be located in the Vineyard Corridor, Foothill Road, and by <br /> not changing the density ranges for medium density and high density residential. The low <br /> density range would remain at 2-8 units/acre and high density at 8 units/acre and above. The <br /> Steering Committee recommended 4/Sths vote for any major changes to the General Plan and <br /> the Planning Commission did not feel that was necessary and should remain at three votes. The <br /> Phnning Commission has added several programs that provide additional opportunities for <br /> affordable housing and one of the programs insures that at buildout 15 % of the housing would <br /> be affordable to lower income households and 20% would be affordable to moderate income <br /> households. The Planning Commission was very supportive of the wildlands corridor overlay <br /> concept and of the recommendations included in the community character element, <br /> economic/fiscal element and subregional planning element. <br /> <br /> Ms. Michelotti noted that the Planning Commission recommendations took into account <br /> all of the recommendations from all the City commissions as well as testimony from several <br />.... public hearings. <br /> <br /> Ms. Dennis referred to the survey of plant and animal species that occur in the proposed <br /> Wildland Corridor Overlay. She asked how comprehensive that was because she felt some <br /> species were missing. <br /> <br /> Mr. Rasmussen indicated it was intended to be a comprehensive list and the City has <br /> received a response from the State Fish and Game Department indicating some species should <br /> be added. The Planning Commission has recommended that the list be revised. <br /> <br /> Vice Mayor Michelotti declared the public hearing open. <br /> <br /> Bill Hirst, 478 Ewing Drive, presented a letter regarding property on Foothill Road <br /> which he owns in common with other property owners. He strongly urged Council to retain the <br /> current General Plan designation and opposed the recommendations of the Steering Committee. <br /> He indicated he had not received notice of the Planning Commission hearings and did not have <br /> an opportunity to assert their position before the Planning Commission. Although there are <br /> certain geotechnical problems associated with the site, he believes that the City has ample land <br /> use control through the PUD zoning and environmental impact process for proper development <br /> of the site. <br /> <br /> 05/28/96 <br /> -2- <br /> <br /> <br />
