What happened to the city's <br />environmental monitoring committee? Who is in charge of assimilating the information we have <br />on air quality monitoring? She also requested more information on the recommendation to <br />actively support and pam'cipate in the South Livermore Agricultural Land Trust. Finally, she <br />felt it was confusing the way the mitigation measure for Hopyard Road/Owens Drive was <br />worded ~to prohibit westbound left turn~. Does this mean you can't make a left turn from <br />Hopyard if you were going to Home Depot for instance? No, it means on Owens Drive going <br />west you may not be able to turn left to southbound Hopyard. <br /> <br /> Mr. Pico referred to the letter from David Walden objecting to placing all or part of the <br />General Plan to a public for a vote in November. Mr. Pico felt there were major issues in this <br />General Plan that are controversial and it is appropriate to get ratification from the citizens, <br />especially with some of the concerns about whether the process has been fair. He felt some of <br />the issues that should be on the ballot are: Urban Growth Boundary and the permanence of it; <br />what level to target growth management; a dwelling unit cap; and options on the Vineyard <br />Corridor. None of those are cast in stone. There are two more meetings to discuss the issues <br />and he would like to have more input from the community about the issues and whether they <br />should go on the ballot. <br /> <br /> Ms. Michelotti referred to Mr. Walden's letter and quoted the second paragraph which <br />states the job of the elected officials is to make decisions. She then finished reading the letter. <br /> <br /> Mr. Tarvet indicated Council will be talking about the final environmental impact report <br />and making comments on its adequacy at the next meeting. Then after all input is received, <br />Council will make decisions about what to do with all the recommendations and the differences <br />between the recommendations from all the groups. That is the appropriate time to make the <br />decision about what to put before the voters. Mr. Tarvet disagreed with the definition of <br />democracy set .forth in the Walden letter. He felt the people should be empowered to make <br />decisions when they are tough choices and having their understanding of what it is we are talking <br />about. That is especially true when you have received public comment, and the public has <br />devoted unbelievable mounts of time yet we cannot seem to come to a conclusion about certain <br />aspects. That is the best time to exercise the citizens' right to vote. <br /> <br /> Ms. Michelotti referred to the comment of a General Plan Steering Committee member <br />about why has the Committee spent three years on this. She felt there will be a wide variety <br />of opinions. <br /> <br /> Mr. Tarvet did not think .anyone should go away from this process with a feeling that <br />they have not been heard.
