Dave Radford - Youth Commission
Ben Felix - Youth Commission

MEETINO OPEN TO THE PUBLIC

Greg Burton, 4202 Stanley Boulevard f24, expressed concern about the status of the
change in base rent at the Pleasanton Mobilehome Park.

Mr. Roush indicated he had been in contact with Mr. Wagner's representative, Scott
Carter, to get clarification on how the increases were calculated. He had also been in contact
with the Pleasanton Mobilehome Committee to alert it that the Committee may have to be
convened. If the tenants' attorney is unable to bring the matter to conclusion, the Committee
will be convened. He is researching which agency has jurisdiction over the mobilehome park
with regard to creation of new lots. Once that is determined, Mr. Burton will have a response
from the City.

Mr. Tarvet felt Mr. Burton's point was well-taken. The amount of time to get a
response from the City could have a significant effect on the tenants if this drags on for months
while the rents go up. He asked about the formal process and the timing.

Mr. Roush indicated if there are issues that cannot be worked out between the tenants
and park owner, the Committee is convened to mediate and resolve the issues. He explained
the makeup of the Committee members. The tenants have thirty days to resolve differences,
then one of the parties can request the committee to be convened. The reason the committee has
not been convened at this time is that there is still correspondence and dialogue going on
between the tenants and the owner through their attorneys.

Mr. Burton asked what the statute of limitation was to appeal the decision of the
committee.

Mr. Roush indicated the ordinance did not contain a statute of limitation regarding Mr.
Burton's question about whether the rent increase was calculated correctty. The Committee can
review the numbers and if it finds it was incorrect, then the rent should be rolled back.

Mr. Burton also questioned other actions of Mr. Wagner, including a change in the use
of the park.

Mr. Tarvet indicated this is not on the agenda and it should be discussed later when it
is on the agenda.

Mr. Roush indicated the Mobilehome Committee could review the question of allowing
RV parking. The agreement and ordinance do not address the numbers of spaces allowed for
RV parking.

05/21/96 -5-
