absolutely opposed an initiative because it opened Council to a vulnerability that it could not
follow through. She was less concerned about an advisory vote, although she could see it as
precedent setting. Them is the potential of having the CIP determined by initiative or advisory
vote rather than by the Park and Recreation Commission and the Council. She suspects this will
be approved as an advisory measure and wanted to be sure it spells out that it is privately funded
and that it is two Sundays a month.

It was moved by Ms. Mohr to place an advisory vote on the ballot asldng the
community if it wants a steam train from Sunol to Pleasanton, no farther than Bernal
Avenue, that it be run two Sundays a month and at no cost to the City.

The motion died for lack of a second.

Ms. Dennis felt the biggest problem in placing this before the voters when there is no
environmental documentation is we don't know what the project is. She did not support an
initiative to avoid doing environmental work because that work is critical. She is concerned
about harming the project by puffing it on the ballot because it may lose support through debate
without an inadequately described project. As far as she is concerned, when Council supports
something, that means the community supports it and that should be all the County needs.

--- It was moved by Mayor Tarver, seconded by Mr. Plco, to place an advisory measure
on the ballot to verify that the Council has been representing the community and to f'md
out what level of support there is for a train running from Sunol to downtown Pleasanton.

Mr. Tarver stated that if he were writing the ballot arguments, he would state the process
is not the question. The question is, how does the community feel about this? The County is
complying with CEQA and is going to make the decision. There will be public hearings about
how far it comes and all the necessary process. Council has supported this and nothing
happened. He feels if there is support from the community, something will happen.

Mr. Pico felt it was appropriate to ask for input from the community. It is not the first
advisory vote nor will it be the last. If we are serious about wanting the steam train to come
to Pleasanton, we need to take action.

A substitute motion was made by Ms. Michelotti, seconded by Ms. Dennis, to adopt
Resolution No. 96-37, stating Council has in the past supported this project and that it is
the Council's recommendation that an environmental study go forward and that the PLA
proceed with its application.
Th~ r911 call vote was as follows:
AYES: Councilmembers - Dennis, Michelotti, Mohr, Pico, and Mayor Tarver
NOES: None
__ ABSENT: None
ABSTAIN: None

04/16/96
-35-
