If Council puts an initiative on for the train, he felt it was setting a bad <br /> precedent. <br /> <br /> Donald Richardson, ~.~-~. 1 Railroad Avenue, felt that despite the fact that many volunteers <br /> consider this a hobby, the railroad is not a toy, it is an historical artifact, like the lighting <br /> fixtures and fancy telephone booths on Main Street. He believed that what is being talked about <br /> is m-establishing the history of this community. Earlier this evening someone mentioned "sense <br /> of community'. This is what we are talking about. Let's ask the community if it agrees that <br /> we should do this. Not do they want to pay for it, but do they think it is a worthwhile project. <br /> When we go to the County for permission to use the rest of the right of way, we will then have <br /> the demonstrated support of the community. We are not asking for funding or to tear up <br /> downtown now. This is pan of the historical character of Pleasanton, which the Council has <br /> been trying to retain for years as an attraction. With regard to the estimated 2,000 riders, most <br /> of them will get on at Niles and come here, then get off and walk around. <br /> <br /> Ms. Mohr referred to an earlier comment from Mr. Churlca that people could not get off <br /> the train and walk around because that changed it to a common carrier and not an excursion <br /> train. <br /> <br /> Mr. Churka said that was so, but it was a "flexible and shady line" as to the definition. <br /> As long as the Wain is not considered transportation, that is true. He doesn't know how that can <br />--- be really enforced. They do not want to get common carrier licensing because they have to deal <br /> with the federal railroad association and use entirely different equipment that is AmWak <br /> approved, etc. <br /> <br /> Ms. Mohr stated we wanted to bring people into town to shop. <br /> <br /> Mr. Churka said they would be doing that. There is a fine line between what is and what <br /> is not a common carrier. <br /> <br /> Jack Dove indicated Dorene Paradiso felt it would be wrong to have an initiative without <br /> first having an EIR and that it would be precedent setting. <br /> <br /> Ms. Micheloff wanted clarification whether the PRA was or was not applying for ISTEA <br /> funding. Do they need an advisory vote in order to get support for the application in the <br /> County. <br /> <br /> Mr. Churka indicated his organization will def'mitely not be applying for ISTEA funding <br /> ever. <br /> <br /> R was moved by Mayor Tarver to place an advisory vote on the ballot that asks the <br /> community, ~Shall the PLA be permitted to run excursion trains from Sunol to donton <br /> Pleasanton? <br /> <br /> 04/16/96 <br /> -33- <br /> <br /> <br />
