Mr. Dewees felt there could only be a trail if someone comes up with the funding for
fencing and additional right of way, but that is a whole other issue.

Ms. Michelotti asked if there was a way to resolve some of the issues about grade
crossings to come further downtown.

Mr. Dewees referred to the crossing gates on Killcare Road that were installed by the
PLA. The same is true at all other crossings and they are making the rail right of way a
museum of various crossing signals. He indicated the PLA has the capability to put in the
necessary crossing equipment. They started with nothing but donated rail and spikes, etc. From
1987 until 1994, they have installed six miles of track by hand. Now that there is more
ridership, they can afford more equipment. There have been days when they had almost 2,000
riders in Sunol. He expects to have more riders from Pleasanton.

Jack Dove, 3263 Vineyard Avenue #114, stated that the General Plan now being
reviewed includes a trail all the way through this Corridor. Many of us have been waiting to
have another look at the downtown plan, specifically with regard to the time when the fire
station is abandoned. The railroad will require a lot of additional parking downtown and that
will seriously impact downtown businesses. The Downtown Association should have some
comment. Finally, in talking with Ed Campbell, he indicated there is a contract being let to
install ~breoptics on the right of way and there was conversation about putting a bike/pedestrian
path on that. If there is an initiative that says there will be trains two days a month to
downtown, then the only way to change that is with another initiative and if this is as good for
downtown as claimed, there will be a desire to have the train four or five days a month. That
will take a lot of parking downtown and could be counterproductive. He believed there should
be a forum so everyone has input on this project.

Mr. Tarvet asked if the City had responded affn'matively to the County request to put
this transportation corridor into the City's General Plan. The comments from Alameda County
seem to be telling us to put this in our General Plan.

Mr. Dove was not aware of the response to that. He said in the hearings on the General
Plan that there was a trails presentation.

Mr. Swift indicated Pleasanton's General Plan does show the former SP railroad right
of way as a transportation corridor and as a potential future trail location. He did not believe
there was specific reference to an excursion-railroad. The General Plan no longer includes
"light rail' for the Corridor because Council specifically excluded that.

Mr. Tarvet asked if there were any impacts in the draft EIR being circulated related to
the Corridor.

04/16/96
-31-
