Ms. Michelotti felt that the neo-traditional concept referred to the Village Center which <br />was agreed to. <br /> <br /> Mr. Tarver felt staff was suggesting getting through the environmental process and where <br />the pieces will be located. Then we can ta/kc about design guidelines which will be reviewed and <br />approved based on the merits. He did not know what would be adopted. <br /> <br /> Ms. Acosta indicated staff s understanding was that when the contract with Ca/thorpe was <br />authorized, that Council wanted a plan in the neo-traditiona//new urban style. <br /> <br /> Mr. Tarver agreed with that and indicated that the design can be changed. He referred <br />to the Friedman design for downtown, where certain parts were approved and other parts were <br />changed significantly. However, the concepts and principles were supported. He indicated that <br />before people can react to something, they have to have a plan before them and he wanted one <br />with urban design. Some of those principles have a/ready been changed based on public input. <br /> <br /> Ms. Mohr preferred that a plan be presented to Council before the EIR work is done. <br />She remembered how dramatically the Friedman plan was changed and felt if that level of <br />change were applied to the Ca/thorpe plan, it might affect how the EIR is done. <br /> <br /> Ms. Aya/a was concerned that the plan would be marketable. She was concerned about <br />the remark of Mr. Ca/thorpe that you can't drive more than 15 mph in the residential area. That <br />is not very fast to cross 508 acres of land. She felt people should go to Sacramento to review <br />the Laguna West development. She read an article that said new urbanism is to give people a <br />sense of community. She felt it is made up of much more than small houses and porches. Her <br />other concern was the commitment we made to San Francisco to stay to the timeline. <br /> <br /> Lorelei Tolvtvar, 1993 Greenwood Road, indicated she had been to Sacramento and saw <br />Laguna West from the freeway. She did not like it at all. The houses are all the same color <br />and she did not like the style. <br /> <br /> Margaret l .~lce, 5250 Case Avenue, #S-111, wanted space between the houses on the San <br />Francisco property. She suggested a ballpark for the Oakland A's on this site. It would have <br />less environmental impact and use less sewer. She was in favor of a golf course. She a/so <br />suggested a community center for young people and activities for them when they are out of <br />school. She a/so felt there was a need for another off-ramp from 1-680 between Sunol and <br />Berna/Avenues. She was concerned about traffic on Berna/. <br /> <br /> Dorene Paradiso, 3168 Paseo Granada, was opposed to spending another $60,000 on this <br />consultant.
