Ms. Mohr referred to the differences of opinion between the City Attorney and the <br />County Counsel on these issues. If the Fair Board wanted to build the hotel/conference center <br />and the County Counsel said it did not have to apply to the City for approval, what does the City <br />do? <br /> <br /> Mr. Roush indicated the City would f~e a complaint in Superior Court and request a <br />restraining order/preliminary injunction until the matter were resolved. <br /> <br /> Ms. Michelotti inquired if there were any way for the Fair Board and the City to come <br />to an agreement setting forth in what circumstances each entity has authority and avoid litigation. <br />The Fairgrounds is an asset for Pleasanton and we want it to survive. <br /> <br /> Ms. Dennis agreed that would be possible, but the problem is the differences in definition <br />of activities that support the fair. <br /> <br /> Mr. Tarvet encouraged the Fair Liaison Committee to discuss that possibility. <br /> <br /> Ms. Michelotti indicated the Committee is just getting started and there is a new Fair <br />Board director. <br /> <br /> Errtie Jones, 1725 Rose Avenue, described his experiences when the Fair Board <br />constructed a trailer park across from his property. He felt it was useless to go to the Board of <br />Supervisors. He also complained that when the driving range was built, it used groundwater that <br />caused his well to go down. He complained that residents get no discount when using the <br />Fairgrounds facilities. He was also very unhappy about the condition of Rose Avenue. He <br />believed the City should get a share of the parking revenues for fairground events. <br /> <br /> Ken Steadman, 38113 Temple Way, Fremont, indicated he was the multi-state physical <br />facilities representative for the Church of Jesus Christ of Latter Day Saints. He believed the <br />City would be on solid ground in exercising its rights regarding land use for the fairground. His <br />church members are very concerned about the effects of a race track. He agreed there will be <br />revenue generated, but felt them are more important things to consider than revenue. I-Ie was <br />opposed to gambling and the elements that it draws. He indicated he would be making their <br />views known to the Board of Supervisors as well. <br /> <br /> Larry Roe, 5846 Corte Brazos, indicated his frustration with this issue and the Fair <br />Board. He felt Bay Meadows was still pursuing this pwject, even though it has proposals for <br />improvements to its existing facilities. After the last Council meeting, Mr. Roe went to the Fair <br />Board offices and tried to get phone numbers and addresses for the Fair Board members and was <br />told that was not available. He knows there are Pleasanton residents on the Fair Board and feels <br />they should speak up for the other residents and not consider these outrageous proposals.
