Gene Pons, 832 Abbie Street, presumed that most of Council would not want Bay
Meadows activities in Pleasanton and appreciated there was nothing to review at this time.
However, this is different than the San Francisco property dispute, where Council had to decide
whether to do baffle or negotiate. He agreed negotiation is the best course in that instance. The
Bay Meadows proposal is very different and he felt Council should act right away and send a
strong message they should not even think about it.

Hugh Metzler, 6932 Corte Monterey, wanted to be sure people were aware of this issue
and urged more public notice. He expressed concern about the effect on property values and
echoed concerns about traffic.

It was moved by Mayor Tarvet, seconded by Mr. l'ico, to write a letter to the Board
of Supervisors and the Fair Board indicating this proposal is not supported by the
community and they should not consider it.
Th~ roll call vote was as follows:
AYES: Councilmembers - Dennis, Michclotti, Mohr, Pico, and Mayor Tarvcr
NOES: None
ABSENT: None
ABSTAIN: None

Dave Jones, 1605 Rose Avenue, showed a 1986 aerial view of the Fairgrounds area. He
pointed out the area he and his father own, which is 15% of Pleasanton's downtown residential
area and pointed out the area on the map. He was optimistic for the buildout of the property.
He felt the other opinions were justified, however, we really don't know what is being proposed.
He then talked about lowering the race track and building a herre.

Pierre Bierre, 980 Riesling Drive, indicating gambling is harmful to the community and
encourages other harmful activities. There is a conffict in community values and he wanted to
know if Bay Meadows was intent on pursuing the move without the consent of the surrounding
city. We could then decide on what tactics to use.

There was a break at 8:53 p.m.

The meeting was reconvened at 9:07 p.m.

Item 6b
Review of PlCp~$anton Garba_~e Service r~_uest for rate increase and discussion of refuse
ltnll recyclin~ issues. (SR96:90)

Chris Sherwood presented the staff report.

Ms. Dennis inquired about the proposal for Pleasanton Garbage Service (PGS) to pick
up the blue bags and asked if there was an extra fee.

04/02/96 - 11 -
