Ms. Michelotti asked if the fees, which are requested to be waived, were paid by other <br />apartments. <br /> <br /> Mr. Swift indicated that earlier north Pleasanton projects (Spring House, Hacienda <br />Commons/Gardens) were approved under the older growth management program and were <br />exempt projects, so they did not pay any of the growth management fees. <br /> <br /> Ms. Michelotti asked if these were the projects coming off the rolls as affordable units <br />and how is staff dealing with that to extend the requirement? <br /> <br /> Ranjit Sufi, 5255 Genovesio Drive, felt there has been a big change in the traffic paRems <br />due to recent development (WalMm/proposed BART) and he felt staff should reconsider some <br />of the assumptions it has used in the traffic analysis. He also questioned the assumptions <br />regarding school population. He was concerned about the high density project and objected to <br />the fee waiver. He urged the Council to reconsider the location of the neighborhood park. <br /> <br /> Debi Wallace, 5243 Genovesio Drive, agreed with all the prior speakers. She did not <br />want to approve this project until the park issue is settled. She felt 6.6 acres is not adequate. <br />Adding three acres in a jigsaw fashion is not acceptable. She wanted eleven acres to serve the <br />5,000 residents. She felt the 6.6 acres was hidden and she believed there was a safety issue and <br />preferred land on Lot (30. She opposed a fee waiver. Ms. Wallace felt three stories was too <br />high. <br /> <br /> Meri McCoy-Thompson, 5112 Genovesio Drive, indicated she uses the linear park and <br />feels it is just enough for Valencia. She was concerned that more people will be using it. She <br />did not feel comfortable crossing the creek to the proposed park. She opposed the fee waiver <br />and felt it was only being done to get affordable housing. She did not think this was the best <br />place to put low income housing. <br /> <br /> John Haskins, 5225 Genovesio Drive, did not think the proposed park was adequate and <br />opposed the fee waiver. If this developer cannot build a viable project without the fee waiver, <br />he felt another developer will step in and build there. He preferred apartments to be built <br />somewhere else in town. <br /> <br /> Kay Aynln, 4515 Gatetree Circle, indicated the General Plan Steering Committee <br />recommended that in order to meet the mandated quotas, that one of the preferred sites for <br />apartments was in Ha~:ienda Business Park. She had conta~'t~l the school demographer and the <br />numbers for new students are correct. She read from the subregional planning strategy which <br />encourages high density residential near major employment centers, shopping areas, transit <br />centers, and along existing and planned bus routes. The residents signed a consent form <br />advising them apartments were planned next to them. If you walk the area and see WalMart, <br />AT&T, the BART station, it is very appropriate to have apartments here. <br /> <br />03/19/96 -7- <br /> <br /> <br />
