Mr. Tarver asked if there were studies about how many children live in the apartments <br />or are we just using a factor that we think is appropriate? <br /> <br /> Mr. Swift indicated the generation factor is an adopted number, .21 students per unit. <br />There is some thought to reduce that number. However, the actual experience is that in older <br />complexes the student generation is higher than in these new complexes. For now we will retain <br />the current figure. <br /> <br /> Ms. Dennis asked if there was information on non-school age children in apartments. <br /> Staff replied that there was not good data on that. <br /> <br /> Mayor Tarver declared the public hearing open. <br /> <br /> Mark Sweeney, 4309 Hacienda Drive, Hacienda Marketing and Sales, indicated he was <br />available to answer questions on the neighborhood park. <br /> <br /> Tom Allen, A. G. Spanos Company, indicated this was a nicely designed project, with <br />a good site plan; there is adequate infrastructure; the property is zoned for this type of density; <br />it is surrounded by a growing employment base and it is in close proximity to mass Wansit. <br />Most importantly, this project will pwvide affordable housing that north Pleasanton needs, <br />especially considering two of the largest complexes in the area will soon no longer be obligated <br />to provide affordable housing. He stated that in order for the project to be viable, the City must <br />waive the fees as requested. <br /> <br /> E. J. Saucier, 5216 Genovesio Drive, believed the City has not yet satisfied the <br />requirements for a neighborhood park. He did not think two occupants per unit was a correct <br />figure for calcuhting park acreage. He felt the proposed 6.6 acres south of Tassajara Creek <br />would only satisfy the needs of the existing apartments. He believed the best place for the park <br />is Lot 60 and felt the City should pursue negotiations with Prudential and Signature Properties <br />to get a comprehensive new design of the entire Lot 60. He complained that in-lieu park fees <br />collected in his area were used elsewhere in the City. He felt it was unfair for Spanos to have <br />special privileges to have its fees waived. He expressed concerns about the school, since there <br />is a measure to reduce class sizes, yet this report says there is enough room for new students. <br />If Council approves the project, he believed the apartments should resemble Hacienda Gardens <br />not Hacienda Commons. He also wanted the buffer for the linear park to be wider to reduce <br />the mass of the apartments right next to single family dwellings. <br /> <br /> Mr. Tar~zer related the contents of several faxed messages he had received, generally in <br />opposition to the proposed pwject. <br /> <br /> Derek Zemrak, 5222 Genovesio Drive, felt the popuhtion estimates were too low. He <br />did not like the location of the proposed park because you have to walk across a street or the <br />creek.
