in the City limits. San Francisco is now fighting to maintain the Presidio as it is without
development yet it doesn't mind messing up our area. He wanted Council to indicate what
discussions it has had that led to this course of action.

Mr. Tarver indicated stated staff was not comfortable predicting what the courts would
do. He changed his position because progress has been made and he wanted to continue to see
if there could be Pl~_nton Preferred Plan that San Francisco could accept. Pleasanton cannot
continue to bash San Francisco's plan; it must come up with an economically viable proposal
that the community can accept. What he hears from the community is San Francisco has made
a lot of compromises and the community does not want to risk the alternative of a County
development. Council must still work hard to accommodate the issues of the citizens of
Pleasanton. We have four months to come up with an alternative plan that can work and be
acceptable. At the end of the process, if there are sufficient numbers of citizens who do not
agree with the plan, there are still alternatives.

Mr. Pons urged Council to include discounts for Pleasanton golfers in the plan.

Leslie Howard, 7308 Lynwood Court, requested housing for aging parents that was
smaller and affordable. She referred to the senior housing Summerset project in Brentwood.
She also supported moving the commercial area behind a greenbelt along Bernal Avenue.
Finally, there seems to be a lot of housing coming into Pleasanton at a price range of $400,000
to $500,000 price range. She want to see more mid-range housing, however, she did not want
high density housing because she felt there were problems that came with that, such as increased
crime. Many people would like to move up from their first homes, but cannot stretch to the
$500,000 house.

Beverly Javaheri, 2113 Cascara Court, urged staff to keep in mind that this is the
gateway to the City. It should be beautiful. The golf course would add to that and give broad
vistas. When she was building her home in the hills, there was concern about how it would look
from the valley. Keep in mind there are many people in the hills now who are concerned about
what they look at in the valley. She was also concerned about the soundwalls and preferred live
plants.

Gene Finch, 8019 Jorgensen Lane, had no problem with the dual process. The property
is in the County and the application to the County is the first responsibility of San Francisco.
It is not a *gun to our head*. San Francisco is giving Pleasanton an opportunity to address the
issues. No matter who prepares the plan for the property, there will be differences of opinion.
Council must keep in mind how the plan will benefit the community. He urged a positive
attitude in working with San Francisco and Alameda County. He felt a better plan can be
developed. He opposed the additional 200,000 plus sq.ft. of commercial along Bernal Avenue.
He was concerned of its impact on downtown and traffic. He wanted as much open space along
Bernal as possible. He suggested converting some of the commercial acreage to school or
cemetery uses.

01/16/96 -12-
