Mr. Madden stated that they have other rental properties and find it easier to raise the <br />rents when someone moves out rather than raise it with established tenants. One rent has been <br />raised in the two years because it was underpriced when it was originally rented. In the three <br />or four move-outs the rent has been raised once or twice. <br /> <br /> Michael Goldsworthy, 5453 Blackbird, stated he is the architect on this project. At <br />staff's recommendation, he changed the landscaping from seven to twelve feet, increased some <br />units so the setbacks are now equal or exceed the Del Valle Manor sethack and added a <br />recreation room with a patio. Additional laundry rooms were added and the number of trash <br />enclosures were increased. He felt the architecture was compatible with the area. He stated <br />there are two issues: train noise at 95 decibels, and common sound noise. The soundwalls in <br />the existing areas range from 9-13 feet and there are some double glazed windows in the projects <br />in the area. He then reviewed the various sound reducing techniques. <br /> <br /> Mayor Tarvet stated that Eric Flynn had called him and was satisfied with the project. <br /> <br /> Lan'y Levin, 3178 Weymouth Court, stated he was very much in favor of the project but <br />was sorry to see nine units removed from the original plan. He hoped the project won't be held <br />up while resolving the economic issues. <br /> <br /> Dorian Glanville, 3069 Chardonnay Drive, owns the five lots that abut the eastern <br />boundary of this project and is President of the Homeowners Association of Del Valle Court. <br />He supports this project at 86 units only. He applauds Mr. Madden for working with them but <br />felt if more units are built it would reopen many issues that have been resolved and the <br />neighborhood would then oppose the project. The neighbors who live on Del Valle Court are <br />concerned with traffic and parking. Right now Del Valle Court is a private street and there is <br />a parking problem with people coming in from Rachel Court next door and other people in the <br />neighborhood. There is concern that there will be worse parking problems when this complex <br />is completed (especially guest parking), so they are requesting that Council direct staff to agree <br />to let them put in a gate on their private street. The street is maintained with their association <br />funds and they are willing to fund and maintain the gate also. <br /> <br /> Wands Dives, 443 Division Street, supported this project and felt this senior complex is <br />very much needed. <br /> <br /> Brent Wilcox, 3988 Stanley Boulevard, felt if developers made sure there were <br />neighborhood meetings it would save a lot of time and money. He stated that people usually get <br />used to the train noise after three days. He felt the 24 hour lighted sign in front of the <br />development next to Country Roads was obnoxious. His morn was concerned when she first got <br />the notice due to the high density, but now feels this will be a very good neighbor for the <br />community. <br /> <br /> Robert Cordtz, 262 West Angels, spoke highly of the project and hoped that City Council <br />will agree.
