across from the library. She felt the County is on Pleasanton's side and that the City will fare
so much better with the County than in court. She urged Council to make the decision and not
abdicate its responsibilities to lawyers and courts.

Bob Watson, 1346 Ridgewood Drive, was in favor of the golf course to be installed on
the San Francisco land. He felt that the City has nothing to lose and everything to gain by going
ahead with this project. If we don't and San Francisco goes to the County, we might end up
with a high density situation with no golf course.

Larry Levin, 3178 Weymouth Court, urged Council to move forward. He'd prefer
Pleasanton to make some decision and not leave everything up to the County. He asked Council
to support the plan and to do the modifications during the 5-6 years that the project will Mite to
complete and possibly lower the number of units through those negotiations.

Kay Ayala, 4515 Gatetree Circle, stated there has never been a committee that did not
include the golf course in the plans for the San Francisco property. She also served on the
citizens committee to help bring San Francisco, Alameda County and Pleasanton together in
good faith to negotiate an agreement for the citizens of Pleasanton. She asked why Mayor
Tarver has changed his mind on the issues.

-- Mayor Tarver stated he stayed out of the process because he did not believe that the City
would come up with anything other than the preferred plan that was submitted to Pleasanton two
years ago and reviewed by a citizens committee and passed on as being valid and good but with
3380 units in it. He did not approve of the process because them was no public input. He
wanted the process to continue through Pleasanton until April 1996 and if an agreement is not
reached during that time period, then San Francisco can submit its plan to the County. San
Francisco wants a joint process. They want to go through the County and Pleasanton at the
same time. If the community doesn't care about this particular project as it is hid out, doesn't
mind the growth management, doesn't mind the sewer and water, doesn't mind that Alameda
County won't sign the tax sharing agreement, then his decision would be that he doesn't want
the preferred plan. He wants something else. San Francisco should go through the same
process that everyone else has to go through. He doesn't feel enough is being given to the
community to accept 1600-1900 units. He felt that if we sign the agreement our options are

Ms. Ayala stated the citizens should know what alternatives there are if this agreement
is not signed.

Mayor Tarver replied that the citizens should go to Alameda County and make the best
case they can before the Board of Supervisors and the Hag Commission and if they don't
like the project, they can initiate a referendum of the County action. He stated what was said
-- in the letter regarding a municipal golf course was that if San Francisco wanted 1600-1900 units
there, then the community should have the golf course. If we couldn't get a golf course or
didn't need a golf course because we have another municipal course, he asked how the options

01/02/96 -20-
