Susan Rose, 30 Golf Road, said she is a frequent patron of the library and has no
complaint about current services. She was pleased that she can access so many libraries in the
County. She felt the Council needed to be clear on whether it intended to withdraw from the
County library or whether it wanted to explore a better relationship with the County.

Zane Motteler, 7792 Oak Creek Court, asked why the City wants to separate from one
of the finest library systems in the country. He wanted assurance that any funds received from
the County for library services is actually spent on the Pleasanton library and not to something
else in the City. He wanted to be certain the services are not diminished and was concerned
about interbranch loans within 24 hours as opposed to interlibrary loans for a week and that
there would be a charge for that. He also believed the current library staff was excellent and
since they are County employees, he was concerned about what happens to them. If they are
to be replaced, the staff should be of equally high calibre, professional people.

Harold Finn, 1734 Orchard Way, expressed support of the library and the fact that it is
part of the County library system. He has read all the reports and supported the
recommendations of the County Librarian and did not want Council to give notice of withdrawal
to the County. The County has agreed to review the issues and an opportunity to do that should
occur first. He agreed the main issue is one of governance, but felt that was only important if
the County were doing a bad job, which is not the case. As a previous speaker said, "if it's not
broke, don't fix it."

Randy Stout, 2223 Corte Melina, endorsed the staff report recommendations. He cited
two outstanding examples of libraries in the Bay Area that are following a similar path. The
Mountain View library just opened and has tremendous private/public partnerships, including
a contribution by Silicon Graphics. The City of San Leandro is reconstructing the downtown
library and it will be the crown jewel of San Leandro's civic buildings. It will include inter-
library cooperation with Alameda County and other parts of the country. He again endorsed the
staff recommendation.

David Oakley, 37 Castledown Road, indicated he goes to the Livermore library when he
can't find something in Pleasanton. It is nice but not nearly as nice as the Pleasanton library.
If the two libraries merged we would still not have as good a library system as we do with the
County. He commended Pleasanton for contributing 25% of the library budget. Mr. Summa's
goal of a better library is wonderful, but it still depends on a commitment of greater funding
levels. He felt Council needs to be clear about the motive and did not believe it was efficient
to work on too many projects at one time.

Jason Mansour, 448 Montori Court, indicated he is a high school senior and just moved
here from Maryland. The Pleasanton library is better than the one he came from. He and his
peers use the library frequently and he has been very happy with the services as they are.

-- There were no further speakers.

Pleasanton City Council 12/09/97
Minutes 6
