He emphasized this action is not to save money, but to
provide better library services. Important issues to consider are: the need for access to a larger
collection of books and material than can be housed in the present facility; the need for a
qualified and well-trained staff; access to other library materials; continuation of the Booklegger
Program; and continuation of senior programs. He also indicated the importance of continuing
existing services and the need for expanded services. He felt the real issue was one of
governance and who is ultimately accountable for the services. The City Council should be
careful what it wishes for. The community is currently very satisfied with the library service
and the services of Alameda County. This is only a study and the final decision will not be
made until next June.

Ralph Levy, Vice Chair of the Library Commission, urged Council to assure adequate
funding for library services in future budget reviews and repeated the need to continue to
upgrade library services and hours of operation.

Terry Roberts, Library Commissioner, spoke in support of the staff recommendations and
urged a positive, cooperative approach in working with the County.

Pleasanton City Council 12/09/97
Minutes 4
