What does this mean? It <br /> is hard for Taubman to commit to a number when the amount is unknown, yet the City is <br /> wondering where the money will come from once everyone has their approvals and there is no <br /> longer any need for contributions to the solution. <br /> <br /> Mr. Gibson said Taubman does not want to write a blank check, but it has made a <br /> commitment to participate in a solution. If the cost of the improvements is at the point where <br /> it is unaffordable, then an option would be to reduce the amount of development allowed. <br /> <br /> Mayor Tarver asked how important it was for Taubman to get an approval now, rather <br /> than walt until the West Las Positas study was completed. <br /> <br /> Mr. Gibson said the approval for the expansion is needed as a marketing tool. <br /> <br /> Ms. Dennis asked if Taubman were willing to participate in the mitigation even though <br /> the cost is unknown at this time. <br /> <br /> Ms. Michelotti asked about the findings from further traffic studies that were done earlier <br /> this year. <br /> <br /> Mr. Gibson said this project was looked at under three separate scenarios: (1) under the <br /> General Plan buildout (with the West Las Positas interchange); (2) the General Plan buildout <br /> with no West Las Positas interchange; and (3) an analysis done with cut-through traffic. The <br /> conclusion, even with cut-through traffic without the West Las Positas interchange, is that there <br /> would be no more than a 1% increase in utilizing the intersection volume capacity. <br /> <br /> Mayor Tarver said if vehicles stopped at the Stoneridge Mall, it would not be considered <br /> cut-through traffic. Did he have numbers for drivers stopping at the Mall before going home. <br /> <br /> Mr. Gibson said pass by trips are in the 23 % range in the afternoon peak hour. <br /> <br /> Ms. Michelotti said in the original application Taubman agreed to pay its pro-rata share <br /> of the West Las Positas interchange.
