-- Mr. van Gelder said not at gridlock, but at a severe capacity problem. Gridlock will
occur on the transition between 1-680 to 1-580. Metering would help control the flow and might
keep it moving.

Mayor Tarvet would not support ramp metering until he had more information on how
it would affect Pleasanton streets.

Ms. Michelotti said if metering would keep the traffic flowing, then it would be better
than not having movement.

Mr. van Gelder agreed that more information needed to be known on metering.

Ms. Dennis said it did make sense that metering the ramps would discourage cut-through
traffic. She said she would be interested in knowing if metering reduced accidents on the
freeways. If ramp metering keeps the traffic on the freeway it would benefit the streets of
Pleasanton, but then if traffic was backing up onto Pleasanton streets that would not be
acceptable.

Mayor Tarver felt there was a need to get actual counts at First, Stanley, Sunol, and
Stoneridge. Then Council would have objective data to verify the model.

Ms. Michelotti asked if the analysis that was done on the vehicles that turned off was in
the 1997 analysis.

Mr. van Gelder said the counts were done in 1997.

Mayor Tarver would like to see the data from the State regarding major incidents and
whether it had an effect on the traffic.

Mayor Tarver asked for public testimony.

Matt Sullivan, 4324 Muirwood Drive, supported the undertaking of the study. He said
he was skeptical of the figures for 2010 due to the connection of E1 Charro to Stanley and
Stoneridge Drive to Jack London. He felt cross-city routes created more cut-through traffic.
He would like to see the forecast for 2010 revised to compare cut-through traffic with and
without these routes. He said the report is too optimistic that the freeway improvements will
help cut-through traffic. He agreed ramp metering should be evaluated but every effort should
be made to prevent metering at the 1-580/680 interchange. In addition, traffic calming measures
should be looked at for First Street/Bernal Avenue to discourage cut-through traffic.

There were no further speakers.

Pleasanton City Council 10/21/97
Minutes 12
