-- Mr. Waller said the bottlenecks further to the north and south will constrain how much
traffic can actually reach that segment.

Mr. Pico asked if the flyover going from southbound 1-680 to eastbound 1-580 will be
backed up and northbound 1-680 to eastbound 1-580 will be backed up.

Mr. Waller said any route to 1-580 will be somewhat congested, but it would be worse
if the improvements were not there.

Ms. Ayala wanted to clarify that the assumptions would work.

Mayor Tarver asked if Highway 84 is four lanes or two lanes in the model by 2010 and
when would the fly-over be finished.

Mr. van Gelder said the model showed Highway 84 at four lanes and the fly-over would
be finished by the year 2000.

Mr. Waller said the information from Pleasanton's own model is available, which
indicates how much traffic is Pleasanton traffic on these routes. This further constrains the value
that can be called cut-through traffic.

Mayor Tarver would like to see a study done for Stanley and First Street to determine
the number of cars by license plates that are actually from Pleasanton.

Mr. van Gelder suggested doing First Street, Sunol Boulevard, Stanley Boulevard and
Stoneridge Drive. Also the City could try and research the State record system for major
incidents that have blocked some lanes on the freeway. Then the traffic counts taken on these
roadways could be compared to the times the freeways had major incidents. It would help
determine whether the numbers go up or down during those times.

Ms. Michelotti asked if the Pleasanton traffic counts included the cut-through traffic.

Mr. van Gelder said yes. It would be worth the effort to bring back an estimate of the
cost to do the studies.

Mr. Pico agreed further studies needed to be done. He disagreed with the figures. He
felt more than 75 cars would avoid the 1-580/680 interchange.

Ms. Michelotti said if some of the traffic improvements are in place, then the cut-through
traffic should decrease.

Ms. Ayala asked if all the traffic models show the 1-580/680 at gridlock in 2010.

Pleasanton City Council 10/21/97
Minutes 11
