With the completion of the 1-580/680 fly-over, the extension of <br /> Stoneridge, and completion of Isabel between Stanley and Livermore, it will help reduce <br /> cut-through traffic. <br /> <br /> Mr. Pico asked if the completion of Highway 84 was considered. <br /> <br /> Mr. Waller said not by the year 2000, but the estimates for 2010 included Highway 84. <br /> <br /> Mayor Tarver asked if the 100 trips that the report showed is the traffic trying to avoid <br /> First Street. <br /> <br /> Mr. van Gelder said yes. <br /> <br /> Ms. Michelotti asked if the report showed the same proportion in the year 2000. <br /> <br /> Mayor Tarver asked about the figures for the Sunol Boulevard, Bernal Avenue and First <br /> Street loop. The report showed 100 to 150 during the p.m. peak hour with only 50 during the <br /> a.m. peak hour. Why are the figures not equal? <br /> <br /> Ms. Dennis felt traffic was much more congested in the evening than in the morning. <br /> <br /> Mr. Waller said the model matched her perception. Basically there is more traffic on <br /> the roadways in the evening. <br /> <br /> Mr. Pico said every single projection for the Tri-Valley transportation model he has <br /> looked has showed 1-580/680 would be gridlocked by the year 2010. He disagreed with the <br /> figures. He felt traffic will try to avoid the 1-580/680 interchange. <br /> <br /> Mr. van Gelder said the model showed 1-580/680 to Highway 84 was operating at a <br /> decent level of service, with Highway 84 to the south operating at a terrible level of service. <br /> <br /> Ms. Michelotti said at buildout with Highway 84 completed it would help with some of <br /> the cut-through traffic. In 2010 the base model showed traffic operating fai~y well. <br /> <br /> Mr. van Gelder said it showed 1-580 congested with reasonable levels of service on <br /> 1-680. <br /> <br /> Mr. Waller said if the flyover is completed, then 1-680 south would operate okay.
