For their analysis, it was assumed the <br /> Lonestar quarry would be developed as vineyards. The other quarry was not addressed. The <br /> analysis did not address the aesthetics, but it was assumed there would some sort of buffer to <br /> help with the noise. Also only four or five vineyard estates were being considered for <br /> development, therefore they are not a major portion of the financial feasibility study. <br /> <br /> Mr. Gruelly commented there is a demand for wine and a need for vineyards. Given <br /> good management, it could be a good economic use of the land and he described the points in <br /> favor of wine grape growing. He said many grapes are grown organically, therefore there <br /> would not be a safety hazard to a public school in the area. <br /> <br /> Mr. Pico asked if he felt this could be a potential gateway into the wine country. <br />_ Mr. Gruelly said it is a matter of marketing. <br /> Ms. Dennis felt Council should accept the report, as it is a good starting point. <br /> <br /> It was moved by Ms. Dennis, and seconded by Ms. Ayala, to accept the Vineyard <br /> Avenue Corridor Economic and Development Feasibility Analysis. <br /> <br /> Mr. Pico had concerns with oversizing infrastructure because he felt it was growth <br /> inducing and this is contrary to the urban growth boundary and the General Plan. If the <br /> oversizing was for viticulture, he could accept that, but if it was to accommodate Ruby Hill, he <br /> was opposed.
