But through the <br />reimbursement agreements, Pleasanton could receive from the neighbors to the north, <br />reimbursements for the interchanges that were improved along 1-580. The income could be used <br />to credit Hacienda property owners against the regional fee or against future local fees. <br /> <br /> Ms. Michelotti asked which jurisdictions were included to the north. <br /> <br /> Mr. Lum said Contra Costa County and the Cities of Dublin, San Ramon and Danville. <br /> Mayor Tarver asked if these communities were adopting this fee. <br /> <br /> Mr. Lum thought yes. <br /> <br /> Mayor Tarvet asked if this fee could give Pleasanton credit for what has been done. <br /> <br /> Mr. Lum said it would give credit for the improvements that have been done at <br />Hacienda, Hopyard and Santa Rita and those interchanges that have been done by NPID. The <br />City is seeking reimbursement, as has been done with the City of Dublin. <br /> <br /> Mayor Tarver asked how is this determined? <br /> <br /> Mr. van Gelder said agreements would be negotiated based on the percentage of new <br />traffic growth that would use the interchanges. The agreements would be based on the <br />agreement made with Dougherty Valley. He suggested the TVTC fee would be effective when <br />all jurisdictions have adopted the fee. If Pleasanton delays adopting the fee until reimbursement <br />agreements are signed, there will be no fee. <br /> <br /> Mayor Tarver asked if there was a provision in the Dougherty Valley agreement that if <br />all the agencies agree there will be a regional fee. <br /> <br /> Mr. van Gelder said the Dougherty Valley set~ement agreement does have a provision <br />that the agencies will collect a regional fee. <br /> <br /> Mayor Tarver said a solution would be to get the agencies to agree on the fee. It would <br />not be in Pleasanton's best interest to delay agreeing on the fee if the City wanted to receive <br />regional fees from Dougherty Valley. <br /> <br /> Ms. Dennis said there is no local traffic fee presently. She suggested setting a local fee <br />to put Pleasanton on a more level playing field with the other jurisdictions.
