4. CONSENT CALENDAR <br /> <br /> Wendy Davidson, 104 Lupine Lane, Pleasant Hill 94523, Valley Times Advertising <br /> Manager, commented on Item 4c, the contract for legal advertising for fiscal year 1997/98. She <br /> believed there were factors other than cost to consider when choosing the best newspaper for <br /> publishing legal notices. The Valley Times has been the newspaper of choice for the City of <br /> Pleasanton for several years. It has maintained an excellent relationship with the City Clerk's <br /> office by being a proactive source to assist with the legals in publishing them literally error flee. <br /> The newspaper introduced two value added options to the City, running supplemental display <br /> advertising at a reduced rate in order to publicize City Council meetings or community service <br /> messages, as well as sending out single sheet flyers to all nonsubscribers at no charge. The <br /> Valley Times has gone above and beyond to serve the City of Pleasanton by publishing all <br /> special community meetings on the community bulletin board. The Valley Times is <br /> Pleasanton's dally paid newspaper with a circulation of over 9,000. She said the readership <br /> percentage is 64 %. She understood that the Tri-Valley Herald' s bid was less per column inch <br /> rate. She said there is always room for a discount in any market. She was here tonight to ask <br /> Council to consider all aspects: service and readership percentages before making its final <br /> decision. <br /> <br /> Ms. Acosta wanted to echo what Ms. Davidson said and hoped the City would get the <br /> opportunity to work with the Valley Times again. <br /> <br /> It was moved by Ms. Michelotti, seconded by Ms. Dennis, that the following actions <br /> be taken on the Consent Calendar: <br /> <br /> a. Approve the City Council Minutes for June 17, 1997. <br /> <br /> b. Adopt Resolution No. 97-77, authorizing the City Manager to enter into the <br /> Master Agreement, No. 04-5101 between the Administering Agency (City of <br /> Pleasanton) and the State of California for Federal-Aid Projects. (SR97: 198) <br /> <br /> c. Award the 1997/98 contract to publish legal notices to the Tri-Valley Herald. <br /> (SR97:205) <br /> <br /> d. Actions of the Zoning Administrator and Planning Commission. <br /> (IR97:36) <br /> Vice-Mayor Pieo appealed Z97-44, the application of Julie <br /> Skidmore/Spectrum Network Services, for Cellular One and Janine <br /> Lenk/Sprint PCS, for design review approval to: (1) attach nine four-foot <br /> high panel antennas to the wall of an existing water tank; and (2) place a <br /> 230-square foot equipment building next to an existing pump house.
