She addressed the townhome issue and she said townhomes were designed to be <br />noise buffers and supported spreading the affordable housing throughout the neighborhood. All <br />these issues should be addressed and brought forth in an addendum. She was adamant that as <br />the project moves forward, she wants the infrastructure built. <br /> <br /> It was moved by Ms. Dennis, and seconded by Ms. Ayala, to direct staff to prepare <br />an addendum to the EIR addressing the project's traffic impacts on Stoneridge Drive and <br />Santa Rita with Stoneridge Drive not being extended to El Charroat this time; when the <br />commercial portion of the PUD plan comes forward, a supplemental EIR will need to be <br />prepared to address regional traffic impacts and other necessary mitigations for Stoneridge <br />Drive. <br /> <br /> Mr. Pico asked if Ms. Dennis wanted to see additional alternatives that would allow for <br />mitigation of noise impacts on the townhomes. <br /> <br /> Ms. Dennis said she would like to see the revisions to the plan. <br /> <br /> Mayor Tarver said two things were going on. Ms. Dennis wants to see the developer <br />redesign the project to mitigate the noise impacts and also get an addendum on the traffic impact <br />of not opening the Stoneridge Drive/E1 Charro connection. <br /> <br /> Ms. Michelotti stated that when the information comes back, then Council would go <br />through the steps to certify the EIR. <br /> <br /> Mayor Tarver said based on what has been said, it is already there. There is no need <br />for an addendum for the traffic trips. If there are other issues, there is a need to go through the <br />process. <br /> <br /> Mr. Roush said the EIR does not clearly address what would happen with the traffic if <br />Stoneridge Drive did not go through to E1 Charro. There needs to be some discussion in the <br />EIR where the traffic will go. Also the Police and Fire Departments might need to address the <br />emergency vehicle access if Stoneridge Drive does not go through. <br /> <br /> Mayor Tarver asked since it had not been discussed in the EIR would it be considered <br />new information and would it have to be recirculated? <br /> <br /> Mr. Roush said if the information is new and deemed to be substantial, only then would <br />it have to be re, circulated. <br /> <br />Pleasanton City Council 05/20/97 <br />Minutes 18 <br /> <br /> <br />
