Mr. Freed said that the drainage improvements needed to be done between April 15 and
October 15 under the conditions of the Fish and Game permits. There are other permit
deadlines that must be met. He then reviewed the drawings, development plan and affordable
units.

Ms. Ayaia asked Mr. Freed to address affordable housing units.

Mr. Freed said the same material was used for all housing units. The affordable housing
units would look like all the other units that were being built.

Mr. Pico asked how far the homes were from the freeway and if there was a proposal
for a sound wail.

Mr. Freed said he believed a sixteen foot sound wall was proposed.

Mr. Pico said his concern was having eighty townhomes against a sound wall with no
place for the children of these families to play.

Mr. Reed said there was a large common area proposed with play equipment and across
the street was a 34 acre community park.

Ms. Ayala said she visited the Fremont Kaufman and Broad development next to the 880
freeway and was amazed by the design. She did not find the sound wall offensive and she
thought it was a very good development. She asked if the proposed design was an exact replica
of the Kaufman and Broad townhomes in Fremont. She said people trying to buy homes in
Pleasanton were happy to be able to afford something. These affordable town homes would be
the answer.

Mr. Reed said in terms of the townhomes design the Fremont project was very similar.

Derek Kvistad, 4860-C Bernal Avenue, supported the proposed project. He wanted to
live and work in Pleasanton and he felt there was a need for more affordable houses and more
parks. Traffic was not going to stop Pleasanton growth.

Gino Bassett, 3612 Virgin Island Court, supported the lighted soccer fields. He said
there is a great need for the lighted fields as more and more families are moving into Pleasanton
who want to play soccer.

Deva Lowenthal, 3358 Vermont Place, wanted to applaud Council's support for public
participation. She said there were many serious neighborhood objections. The neighbors do not
want this project. This project is inappropriate for the location proposed. The benefits to the
town of Pleasanton do not outweigh the costs. Pleasanton does not need 300 homes built at the
end of an airport runway. She said she supported a new sports park but not where it was

Pleasanton City Council 04/15/97
Minutes 11
