It was moved by Mayor Tarver, and seconded by Ms. Dennis, to delay the <br />introduction of the ordinance amending the Growth Management Program Ordinance. <br /> <br /> Ms. Michelotti asked if there were anyone wishing to speak from the Affordable Housing <br />Commission. She said staff is bringing it forward once again because there needs to be a <br />clarification of the ordinance. Many people put considerable time and effort into this and she <br />would not like to see it delayed any further. <br /> <br /> Mayor Tarver said there is an existing ordinance and it is being used to allocate the 750 <br />units for this year. That is why he chooses not to change this ordinance, even if just for <br />clarification purposes. <br /> <br /> Ms. Dennis asked how long does it take before the ordinance goes into effect? <br /> <br /> Mr. Roush said if the ordinance were introduced tonight, it would be adopted at the <br />April 1 meeting and then thirty days later it would be in effect. If there is a project that would <br />want to get the benefit of this ordinance, the Council typically allows the developer to make the <br />request, subject to the ordinance taking effect. <br /> <br /> Ms. Dennis said that the ordinance could be delayed, although she did not see anything <br />wrong with the ordinance. Council might want to change the ordinance based on the outcome <br />of the developers' meeting on growth management. She did not want to create needless anxiety <br />as to what it potentially will be used for. <br /> <br /> Ms. Michelotti asked staff for the reason this ordinance is in front of them. <br /> <br /> Mr. Bocian said that staff continues to get inquiries on how growth management works <br />relative to "for sale units" and there is a project scheduled to be heard at the April 1 Council <br />meeting that could be affected by this ordinance. This ordinance was brought forward some <br />time ago at which time Council tabled it. Staff thought it was appropriate to bring it forth at <br />this time. Staff views this ordinance as a clarification issue. <br /> <br /> Ms. Michelotti asked staff that if this ordinance is delayed, then how will the "for sale <br />units" be designated. <br /> <br /> Mr. Bocian said this ordinance has been used in the past for the "for sale units", but staff <br />feels that the ordinance needs to be clarified as there is a need for moderate-income, for sale <br />housing. <br /> <br /> Mayor Tarver commented that he feels there is plenty of moderate income housing in the <br />community. What is lacking is affordable housing.
