Carol Galante, One Hawthorne Street, San Francisco, wanted to thank staff and the
Assisted Living Sub-committee for the smooth process. She wanted to introduce herself and
answer any questions from staff and the public.

Gary Schwaegerle, 189 West Angela Street, asked if the Senior Center could be used for
socializing and thereby have more square footage for living area.

Ms. Ayala asked if he wanted to reduce the size of the units.

Mr. Schwaege~e said that he wanted more area to go towards common use. He felt
there was not enough parking allocated for this project. He asked if parking could be connected
between the Senior Center and the Assisted Living facility. He asked if the entry way could be
moved to face First Street.

Dorene Paradiso, said that while she was serving on the Ad-Hoc Committee, she would
have liked more public input. She said she did not want the units made smaller

Mr. Pico asked what the notice procedure was used during this process?

Mr. Erickson commented the meetings of the Sub-committee were posted but no notices
were mailed because there was no real geographical area to notice. There had been involvement
from the public. As the project moves forward, the residents in the area would be notified.

Mr. Bocian stated that tonight's Council meeting was noticed to the surrounding area and
notices were posted at the Senior Center.

Mr. Pico felt that the community has not been involved enough. It would be appropriate
to have a community workshop before this project moves forward.

Mayor Tarver asked about the contractual obligation of the DDA and working out the
specifics.

Mr. Bocian responded that one of the important aspects of the agreement is it allows the
developer to look at a financing arrangement. It establishes that the City is going to work with
the developer exclusively and enables the developer to put all its resources toward this project.
The agreement does have a cancellation provision. He wanted to comment on the size of the
units. The City solicited and received RFP's from twelve firms and the Committee went through
all the RFP's in great detail. It seemed clear the proposed DDA was the best proposal. This
proposal has the most affordable units.

Mayor Tarver commented many people have put in a significant amount of time and
energy and this facility is something that has been needed for a long time. There will be many
more hearings, detailed designs and much more discussion on this project for the community.

12 3/04/97
